- Priority issue is funding emergency services communication plan.
Operational Efficiency
Structure county government to optimize internal communication, responsiveness, operational efficiency and decision-making.
Strategies to achieve this goal include:
- Achieve wireless interoperability through implementation of the comprehensive communications plan.
- Implement a centralized animal control program.
- Establish a county-appointed advisory board to offer advice on matters related to the county’s code development and enforcement.
- See the board’s assistance in moving toward more uniform building code standards among jurisdictions in Butler County.
- Provide for citizen payment of county fees and services with credit card.
- Set up a single merchant account for credit card payments.
- Evaluate organizational structure.
- Reduce duplication of services.
- Centralize purchasing.
- Implement a vehicle fleet maintenance program.
- Bid out vehicle maintenance.
- Provide Internet driven services.
- Expand office hours (i.e. 7:00 a.m. – 6:00 p.m.)
Infrastructure
Provide proactive management of Butler County infrastructure.
Strategies to achieve this goal include:
- Develop consensus among county entities for a wholesale water district.
- Develop a new destination recreation activity in the county.
- Enhance and expand recycling and other conservation services.
- Protect agricultural land through reaffirmation of the comprehensive plan.
- Identify, create and implement new development plans for major corridors.
- Promote consolidation of local public services. (e.g. fire, E911, townships)
- Plan for the use or disposal of existing county facilities.
- Protect and promote the natural resources and heritage of Butler County.
- Review and update road maintenance plan.
- Plan for future community safety needs.
Community Awareness
Increase community awareness of county government actions and functions.
Strategies to achieve this goal include:
- Create and sustain a targeted public relations strategy to inform the community about the county’s organization, services, initiatives and value.
- Educate citizens on how their local tax dollars are spent.
- Create a Butler County logo on all county buildings and on buildings of all agencies that receive Butler County funding.
- Weekly news releases/public service announcements.
- Represent the county at community functions.
- Promote the county web site.
- Increase communication and collaboration among entities and jurisdictions in Butler County through creation of a council of governments.
- Include representation from county, municipalities, the college, school districts, and private sector.
- Enhance information technology support and development for county departments.
- Expansion of web-based county services.
