Scott has been supporting public sector information technology needs for over 30 years. He started in the information technology industry in 1983 as a programmer and hardware technician, moving up to director of programming support for Computer People Inc. of Great Bend, Kansas. CPI was a computer service bureau whose clientele included eight counties and 12 cities. While with CPI, he designed and oversaw the development of a County Assessment and Tax Collection System, Voter Registration System, City Utility Billing System, and a Public Electric Utilities Management System. He was also an information technology instructor at Barton County Community College in 1988 and 1989.

He has been the Director of Computer Services for Butler County, Kansas and a consultant for both the public and private sectors since 1989. He is a past president of the Kansas Association of Governmental Information Technology Professionals and served on Governor Graves’ Information Technology Advisory Board for four years. He currently is local government representative on the States Electronic Records Committee which sets guidelines and approves plans for the conversion from paper to imaged systems for state agencies.
