COUNTY BOARD OF COMMISSIONERS
Monday, October 11, 2004
Commission Chairman Will Carpenter called the Butler County Board of Commissioners to order at 10:00 a.m. Present were Commissioner Phil Anderson, Commissioner Randy Doll, Commissioner Bill Shriver, Commissioner Mike Wheeler, County Administrator Will Johnson, Jr., and Clerk Ron Roberts.
ITEM
#1 – CONSIDER A FEE INCREASE FOR PNEUMONIA VACCINES FROM $24.00 PER DOSE TO
$29.00 PER DOSE
Carol Borger, Administrator of Butler County Health Department, came
before the Board for approval to charge a $5.00 administration fee for
pneumonia vaccine. The current cost of
the vaccine is $24.00 per dose; this fee would increase the amount to
$29.00. This $5.00 administration fee
covers the cost of the nurses’ time, the cost of syringes and other vaccine
administration items as well as the clerk’s time at the clinic. It also covers the cost of billing Medicare
Part B.
Commissioner Shriver motioned to allow the Health Department to charge a
$5.00 administration fee making the cost of pneumonia vaccine $29.00 per
dose. Commissioner Wheeler seconded the
motion. Motion carried 5-0.
ITEM
#2 – RECEIVE AND OPEN BIDS FOR STANDBY ELECTRIC GENERATORS AND SNOWPLOWS FOR THE
DEPARTMENT OF PUBLIC WORKS
Darryl Lutz, Director of Public Works, came before the Board to receive
and open sealed bids for 2 standby electric generators and 10 truck-mounted
snowplows including 5 snowplow hitches.
These equipment purchases are planned, budgeted, and cash is available.
Commissioners opened bids for snowplows and mounts. Six bids were received from five companies.

Commissioner Carpenter motioned to authorize the Director of Public Works
to tabulate and review the bids and specifications received for replacement
snowplows and related equipment and to return at a later date with a
recommendation for purchase of the requested equipment. Commissioner Wheeler seconded the
motion. Motion Carried 5-0.
Commissioners opened bids for standby generators for the Augusta and El
Dorado highway shops. Only one bid was
received from Cummings Mid America:

Commissioner Carpenter motioned to authorize the Director of Public Works
to tabulate and review the bids and specifications received for standby
electric generators and to return at a later date with a recommendation for
purchase of the requested equipment.
Commissioner Wheeler seconded the motion. Motion Carried 5-0.
ITEM
#3 – CONSIDER AUTHORIZING THE DEPARTMENT OF PUBLIC WORKS TO OBTAIN PROPOSALS
FOR THE BIENNIAL BRIDGE INSPECTION WORK FOR BUTLER COUNTY
Darryl Lutz, Director of Public Works, came before the Board for approval
for the Department of Public Works to obtain proposals for the biennial bridge
inspection work for Butler County. A
minimum of every two years, each bridge with a 20 foot span or longer is
required to be inspected by certified bridge inspection personnel. An inspection report and narrative are
updated and new bridge sufficiency ratings are calculated for each bridge. Butler County has approximately 436 bridges
that require this inspection.
Commissioner Wheeler motioned to authorize the Director of Public Works
to solicit Requests for Proposals and Statements of Qualifications from
engineering firms for the purpose of conducting required biennial bridge
inspection work on Butler County’s bridges located on County and Township
roads. Commissioner Shriver seconded the
motion. Motion carried 5-0.
NON
AGENDA ITEM - REPLACE TRUCK ENGINE
Darryl Lutz, Director of Public Works, came before the Board seeking
approval to replace the engine in the truck used to pull the recycle
trailers. The truck has been towed to
Pro Diesel in Augusta. Their repair
estimates are $5,500 for a salvage yard engine, $6,500 for a rebuilt engine with a six-month warranty, or a new
factory crate engine for $9,500 with a one-year warranty.
Commissioner Carpenter motioned to approve the purchase of a new 5.9 liter factory crate engine with a one-year warranty for $9,500. Commissioner Doll seconded the motion. Motion carried 5-0.

#4 – WORK SESSION – UPDATE ON OCTOBER 19TH GOVERNMENT DAY AT COUNTY

Chairman Carpenter recessed the Board at 10:55 a.m. for 5 minutes.

ITEM
#5 – WORK SESSION (10:30 A.M.) REVIEW OF PLANNING & ZONING MAPS
David Yearout came before the board to discuss reviewing and updating the
Planning and Zoning Maps. It has been 5
years since the last review in 1999.
When the new zoning regulations were adopted in 1999 modifications to
the zoning were made. This created
several parcels with existing residential uses that became legal non-conforming
parcels. Commissioners will begin
review of the county zoning maps on a weekly basis.
APPROVAL OF MINUTES
Commissioner Doll motioned to approve the Minutes of the Butler County Commission Meetings of Monday, October 4, 2004 as amended and Tuesday, October 5, 2004 as written. Commissioner Wheeler seconded the motion. Motion carried 5-0.
APPROVAL OF VOUCHERS
Commissioner Carpenter motioned to approve the vouchers for October 11, 2004 in the amount of $448,728.55. Commissioner Anderson seconded the motion. Motion carried 5-0.
OTHER ITEMS OF BUSINESS TO COME
BEFORE THE BOARD
Commissioner Wheeler initiated discussion concerning placement of political signs. He has received calls about political signs on public ROW (right of way). He would like to see a copy of sign placement regulations given to candidates as part of the candidate filing packet. It was pointed out that the problems experienced with a couple of candidates, were due to the fact that the regulations do not specifically prohibit placement of signs on public ROW.
It was the consensus of the Board, at Commissioner Wheeler’s request, to revise the sign regulations to be more specific.
