COUNTY BOARD OF COMMISSIONERS
Monday, November 15, 2004
Commission Vice-Chairman Bill Shriver called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Phil Anderson, Commissioner Randy Doll, Commissioner Mike Wheeler, County Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges. Commissioner Will Carpenter was absent.
ITEM #1 –
PRESENTATION OF CITY/COUNTY TRAVELING TROPHY TO BUTLER COUNTY EMPLOYEES FOR
BOWLING TOURNAMENT
The bowling team of Teri Bowlin, Helen Beach, Jul and Shana Warren, and Jeff Bullock took first place at the first annual City/County Bowling Tournament, which was held on October 17, 2004. The Board congratulated them and Commissioner Shriver presented them with the first place trophy.
ITEM #2 – RECEIVE KATHLEEN GUY,
VICE PRESIDENT, KANSAS Emergency
Management Association (KEMA) South Central, Jim Schmidt, Director of Emergency
Management and a representative of Kansas Division of Emergency Management to
present the KEMA Outstanding Service Award to Commissioner Randy Doll
Jim Schmidt, Director of Emergency Management, and Kathleen Guy, Vice President, Kansas Emergency Management Association (KEMA) South Central Kansas, came before the Board to present Commissioner Randy Doll with the KEMA Outstanding Service Award. This award is given in recognition of individuals or groups who have put forth significant effort either during a specified period or for a specific action or accomplishment, which furthers the aim of the association and Emergency Management beyond mere performance of regular duties.
Part of Mr. Doll’s commitment to Emergency Preparedness stems from the fact that he experienced first hand the devastation of a natural disaster in 1991 when portions of Cowley, Sedgwick and Butler Counties were affected by a tornado. Mr. Doll led the Board of Commissioners in lobbying for, and successfully acquiring, federal and state funding needed in order to take a buyout of flood-damaged homes in the Augusta and Andover areas following the flooding of 1998. Mr. Schmidt stated, “When an issue comes before the Board of Commissioners that involves public safety, Mr. Doll draws upon his personal experience, compassion, and sense of duty to champion the cause of preparedness, response, and recovery, not only for the citizens of our county but for our emergency responders.”
The Board congratulated Mr. Doll on receiving this award from the Kansas Emergency Management Association.
ITEM #3 - Receive Kerry Hunt, Architect of Gossen
Livingston Architects, to present the final draft of the facility needs
assessment for Emergency Management Department
Jim Schmidt, Director of Emergency Management, came before the Board to receive Kerry Hunt, Architect of Gossen Livingston Architects to present the final draft of the facility needs assessment for the Emergency Management Department. Some of the points addressed in Mr. Hunt’s power point presentation were design, survivability and security of the building. This presentation was for informational purposes, and another presentation will take place in January 2005.

#4 - Consider approval of bids and award of contract for carpet installation
services at the Petroleum Building
Ken Bratton, Director of Buildings and Grounds, came before the Board to review bid tabulations and award the contract for carpet installation services at the Petroleum Building. Bids were received from Star Lumber and Caravan Carpet.
Commissioner Anderson motioned to accept the bid proposal from Star Flooring and Decorating in the sum not to exceed $10,717.02 for carpet installation services at the Petroleum Building and authorize staff to execute the contract and move forward with carpet installation. Commissioner Wheeler seconded the motion. Motion carried 4-0.

#5 - Consider addendum to a contract between Butler County and Sue Lieb, RD/LD
for Dietitian services
Carol Borger, Butler County Health Department, came before the Board for approval of a dietitians contract amendment. The County Health Department contracts with Sue Lieb for dietitian services for our WIC, CDRR and Maternal and Child Health grants. The current contract is for 16 hours per week. The addendum is for an additional 8 hours per month, due to the increase in WIC caseload, which requires more appointment time.
Commissioner Wheeler motioned to approve the addendum to the contract between Butler County and Sue Lieb, RD/LD for an additional eight (8) hours per month and allow the chair to sign. Commissioner Doll seconded the motion. Motion carried 4-0.

#6 - Consider allowing the Department of Health to seek bids for a replacement
vehicle
Carol Borger, Butler County Health Department, came before the Board for approval to go out for bids to replace an aging high mileage vehicle. The Health Department has three vehicles used by staff for inspections and travel to in-services: a 1993 Plymouth mini-van with 111,117 miles; a 1994 Chevy S-10 pick-up with 115,133 miles and a 1994 Chevy S-10 pick-up with 74,245 miles.
Commissioner Wheeler motioned to
approve the request of the Health Department to replace one vehicle and allow
the Administrator to request bids from automobile dealerships located within
Butler County for a replacement vehicle.
Commissioner Anderson seconded the motion. Motion carried 4-0.
APPROVAL OF MINUTES
Commissioner Doll motioned to approve the Minutes of the Butler County Commission Meetings of Monday, November 8, 2004 as written and Tuesday, November 9, 2004 as amended. Commissioner Wheeler seconded the motion. Motion carried 3-0. Commissioner Anderson abstained since he was not present at the meeting on Tuesday.
APPROVAL OF VOUCHERS
Commissioner Wheeler motioned to approve the vouchers for November 15, 2004 in the amount of $294,929.33. Commissioner Anderson seconded the motion. Motion carried 4-0.
Commissioner Shriver recessed the Board at 10:05 a.m. for 5 minutes
Commissioner Shriver reconvened the Board at 10:10 a.m.

#7 - Work Session – Adjourn to executive session to discuss matters of
non-elected personnel
Commissioner Wheeler motioned to recess the Board to Executive Session at 10:10 a.m. for 35 minutes to discuss matters of non-elected personnel. Commissioner Anderson seconded the motion. Motion carried 4-0. Those in attendance were Commissioners Anderson, Doll, Shriver and Wheeler, Administrator Will Johnson, Jr., and Assistant Administrator, Mark Detter.
Commissioner Shriver reconvened the Board at 10:45 a.m.
Commissioner Wheeler stated that he had ridden with Butler County Reserve Sheriff’s Officer, Kevin Mulvaney on Friday night from 10:30 p.m. until 2:30 a.m. He stated that it was very interesting and wanted to recognize the work the Sheriff’s officers do.
Administrator Johnson stated that he would be contacting some individuals who may be interested in serving on the Flinthills Services Board.
Administrator Johnson stated that the jail count is 225 with 163 billable.
Administrator Johnson stated that the United Way Campaign went very well with donations totaling $11,000, which is above and beyond our goal of $10,000. A pizza luncheon will be provided for employees who participated. There will also be a drawing for a day off to be awarded to two employees, as fair share givers.
Administrator Johnson stated that the tax statements would be going out next week before Thanksgiving.
Administrator Johnson stated that he had a meeting with Green Light Energy regarding the Wind Farm and affirmed that this project is moving forward.
