Commission Chairman Will Carpenter called the Butler County Board of Commissioners to order at 7:00 PM at the Douglass Senior Center in Douglass, Ks. Present were Commissioner Phil Anderson, Commissioner Bill Shriver, Commissioner Mike Wheeler, Administrator Will Johnson Jr., and Clerk Brenda Brychta. Commissioner Randy Doll was absent.
ITEMS OF BUSINESS:
ITEMS #1 – RECEIVE PUBLIC COMMENTS
Sam Wright, a Douglass area resident, came before the Board to discuss his concerns about water drainage runoff problems around property.
Commissioner Anderson asked that Director of Public Works, Darryl Lutz, re-evaluate the situation.
Director of Public Works, Darryl Lutz, came before the Board to explain the department’s plan for the area.
It was the consensus of the Board to have Mr. Lutz study the problem and report back to the Board next Tuesday, June 24, 2003.
Another resident, who did not identify himself, came before the Board to inquire about the closing of Highway 77 from Augusta to Douglass.
Mr. Johnson explained that the County has no control over the closing and advised the homeowners to contact the Kansas Department of Transportation (KDOT) with their concerns and express their views. Mr. Johnson also informed the audience that KDOT has stipulated that they will not close 2 intersections in a row, so there will be limited access and that the County has no control over the closing.
ITEM #2 – DISCUSSION OF EMERGENCY SERVICES BETWEEN DOUGLASS AND AUGUSTA.
Director of Emergency Medical Services, Grant Helferich, came before the Board to give an overview of a meeting with KDOT about the access problems and public safety concerns. Mr. Helferich stated that KDOT promised to provide weekly plans for closings so all emergency services will be kept informed.
ITEM #3 – DISCUSSION OF ADDITION OF A 10-HOUR CREW FOR EMERGENCY MEDICAL SERVICES.
Director of Emergency Medical Services, Grant Helferich, came before the Board to present a budget of $38,000 for planned 10-Hour emergency medical services coverage from June 1, 2003 to December 31, 2003. Hours of coverage will be from 8 AM to 6 PM Monday thru Friday. After these hours, coverage will be provided by volunteers from Rose Hill and Douglass.
OTHER ITEMS OF BUSINESS
Douglass resident, Amy Sobanek, came before the Board to voice concern about the safety of the children crossing the highway.
Under-Sheriff, Craig Murphy, informed the audience that speed limits will be closely enforced and traffic tickets given to offenders.
Administrator Johnson came before the Board to report that he had met with Ron Hamrich of Creative Community Living and will give a full report next week.
Each Commissioner thanked the City of Douglass, Douglass Senior Center and residents for their hospitality.

Commissioner Shriver motioned to adjourn the Board at 8:00 PM. Commissioner Anderson seconded the motion. Motion carried 4-0.
