BUTLER COUNTY BOARD OF COMMISSIONERS

Commission Chairman Will Carpenter called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Phil Anderson, Commissioner Randy Doll, Commissioner Will Carpenter, Commissioner Bill Shriver Commissioner Mike Wheeler, Administrator Will Johnson Jr., and Clerk Brenda Brychta.
ITEMS OF BUSINESS
ITEM #1 – RECEIVE AND OPEN SEALED BIDS FOR WORK SITE UTILITY VEHICLES FOR THE LANDFILL.
Public Works Director, Darryl Lutz, came before the Board to present sealed bids for work site utility vehicles for the landfill.
Commissioner Anderson opened and read bids from Western Implement for a 6x4 John Deere Gator for $6,896.80 and a 4x2 John Deere Gator for $5,318.38.
Commissioner Doll opened and read bids from Wichita Tractor for a 2x4 Polaris for $5,480.00 and a 4x4 Polaris for $7,688.00.
Commissioner Wheeler opened and read bids from 3-2-1 Kawasaki for a 4x4 Kawasaki Mule for $7,968.00; a 2x4 Kawasaki Mule for $5,301.00; a 4x4 Model 3000 for $7,968.00 and a 2x4 Model 3000 for $6,814.00.
Commissioner Doll motioned to receive the bids and allow Mr. Lutz to review the bids and report back to the Board next week. Commissioner Anderson seconded the motion. Motion carried 5-0.
ITEM #2 – CONSIDER APPROVING THE INVITATION TO BID FOR CONSTRUCTION OF LEACHATE RECIRCULATION LINES FOR THE LANDFILL.
Public Works Director, Darryl Lutz, came before the Board to ask for approval of the Invitation to Bid for construction of leachate re-circulation lines for the landfill
Commissioner Shriver motioned to approve the Invitation to Bid for construction of leachate re-circulation lines for the landfill. Commissioner Anderson seconded the motion. Motion carried 5-0.
ITEM #3 – CONSIDER APPROVAL OF PART TIME POSITION FOR COUNTY ATTORNEY OFFICE.
County Attorney, Jan Satterfield, came before the Board to ask for approval of a part time position for the County Attorney’s office. This position would be a File Clerk/Secretary position, which is currently being filled by contract labor, will be paid for out of diversion money.
Commissioner Shriver motioned to approve the part time position for the County Attorney’s office. Commissioner Anderson seconded the motion. Motion carried 5-0.

Commissioner Carpenter called a 10-minute recess of the Board at 9:50 AM.
RECONVENE
Commissioner Carpenter reconvened the meeting of the Board at 10:00 AM.
ITEM #4 – RECEIVE AND OPEN BIDS FOR FIRE DISTRICT #3 BUILDING PROJECT.
The following bids for Fire District #3 Building Project were received and read:
Commissioner Anderson opened and read the bid from Pinnacle Construction in the amount of $1,419,000.00 with an alternate deduction of $3,990.00 and an alternate deduction of $2,426.00.
Commissioner Doll opened and read the bid from Hahner, Foreman & Harness in the amount of $1,553,000.00, with an alternate deduction of $4,200.00.
Commissioner Carpenter opened and read the bid from Caro Construction Inc. in the amount of $1,436,000.00, with an alternate deduction of $4,200.00.
Commissioner Wheeler opened and read the bid from Conco Construction, Inc. in the amount of $1,423,600.00, with alternate deduction of $4,500.00.
Commissioner Anderson opened and read the bid from Martin K. Eby Construction, Inc in the amount of $1,414,000, with an alternate deduction of $4,000.00.
Commissioner Doll opened and read the bid from Walz, Harman & Huffman Construction, Inc. in the amount of $1,518,600.00, with an alternate deduction of $4,000.
Commissioner Doll motioned to receive the bids and instruct Architect, Richard Kraybill,
to review the bids and report back to the Board. Commissioner Anderson seconded the motion. Motion carried 5-0.
ITEM #5 – RECEIVE AND OPEN BIDS FOR FIRE DISTRICT #3 BONDS
Charles Boully, of George K. Baum & Company, came before the Board to present the bids for Fire District #3 Bonds. The bids received are listed below:

Commissioner Doll motioned to accept the low bid from Country Club Bank of Kansas City, Missouri with the interest rate of 3.790138. Commissioner Anderson seconded the motion. Motion carried 5-0.
Commissioner Shriver motioned to adopt Resolution No. 03-37, a General Obligation Bond in the amount of $1,500,000.00 for Fire District #3. Commissioner Anderson seconded the motion. Motion carried 5-0.
Commissioner Shriver motioned to adopt Resolution No. 03-38 establishing and undertaking the Disclosure Resolution. Commissioner Anderson seconded the motion. Motion carried 5-0.
OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD
Captain Ben Crooks, of the Butler County Jail, came before the Board to report that they are now housing 48 US Marshall/INS inmates and 11 municipal inmates, all of which are billable. There are now 112 total inmates being housed at the jail.
Administrator Johnson stated that he is setting up Tuesday evening Board meetings with various cities and towns in Butler County. It was the consensus of the Board to begin the evening meetings on June 17, 2003. No decision was made as to where the first meeting will be held.
Commissioner Carpenter requested a review of fees charged for services provided by most county departments during the budget process.
Administrator Johnson notified the Board that intern, Brandon Kauffman, started assisting him yesterday, May 19, 2003, and will work 20 hours per week for 3 months.
Commissioner Doll asked Financial Officer, Don Engels, for the County’s minimum cash outlay for Bridlewood. Mr. Engels stated the amount was $282,000.00.
