COUNTY BOARD OF COMMISSIONERS

Commission Chairman Randy Doll called the Butler County
Board of Commissioners to order at 9:00 a.m. Present were Commissioner Bill Shriver;
County Administrator, Will Johnson Jr., and Deputy Clerk Barbara Day.
Commissioner Doll made a motion to approve Abates in the
amount of $7,939.58. .
Commissioner Shriver seconded the motion. Motion carried 2-0.
Todd
Kennemer, Director of Planning & Development Department presented to the
Board of Commissioners, for approval, a zoning classification from Agriculture
40 to Rural Residential, Resolution No. 02-32/Case No. RZ-02-02.
Mr. Kennemer
advised this is a 67-acre tract of land that lies at the far western edge of
the county. It is bounded on the west by County Line Rd., on the north by SW
120th, on the east by Blazing Meadows Rd. and the Blazing Meadows
subdivision. The applicants-owners live across the street from this property in
the Blazing Meadows Addition.
The Planning Commission recommended approval of this request
for a change in zoning classification from AG-Agriculture to RR-Rural
Residential by a 7-0 Vote.
Originally Commissioners were not comfortable signing this
plat since it was authorized and signed by the Planning Board which are
appointed officials, rather than the City Counsel, which are elected officials.
Commissioners did sign the previously adopted plat with the clarification
provided.
DISCUSS PERSONNEL RULES
County Administrator Johnson advised the Board of
Commissioners that the tracking of employee vacation policy had not been being
enforced. Under the current policy an employee can only carry over 40 hours at their
yearly anniversary. Mr. Johnson advised that currently there are several
employees over the maximum hours the policy allows for them to accumulate.
Commissioners directed Administrator Johnson to write a
policy, which would include an increase in hour accumulation for vacation and
present it to the Board of Commissioners for consideration.
LETTER TO CELEBRATE FREEDOM
Commissioner Doll directed Administrator Johnson to
construct a letter to Bill Mason and the Celebrate Freedom Committee requesting
the following items in writing.

That the flagpole can be moved as previously agreed.

That the Board of Commissioners needs to receive a drawing of the
memorial and the materials that it will be constructed from. That the main
memorial can not be constructed until the drawing is received and reviewed.

That the base of the Memorial can be set.

The sweetgum tree in question is not to be moved but the lower branches
are to be trimmed so the Memorial can be viewed from the street.

With the drawing, the Board of Commissioners also need an outline of
expenses and exactly what parts of the construction the money received through
donations will pay for.
COUNTY COMMISSION EXPANSION QUESTION
Administrator Johnson presented for approval the question,
written by the Mayors, for the General Ballot for expansion of the County
Commission.
Commissioner Doll made a motion to approve Resolution #02-60
which reads, “Shall the Butler County Commission expand from three to five
members?” with a yes or no vote.
Motion approval is subject to the approval of the question
language by County Counsel Norm Manley. Commissioner Shriver seconded the
motion. Motion carried 2-0.
Commissioner Doll made a motion to allow Administrator
Johnson to enter into a service agreement between KAC and Butler County for the
Department Heads Retreat for October 8th, 2002. Commissioner Shriver
seconded the motion. Motion carried 2-0.
