COUNTY BOARD OF COMMISSIONERS
Monday, September 16, 2002
Commission Chairman Randy Doll called the Butler County
Board of Commissioners to order at 9:00 a.m. Present were Commissioner Bill Shriver;
County Administrator, Will Johnson Jr., and Deputy Clerk Barbara Day.
APPROVAL
OF MINUTES
Commissioner
Shriver made a motion to approve the minutes for September 9th, and
10th, 2002. Commissioner
Doll seconded the motion. Motion carried 2-0.
APPROVAL
OF VOUCHERS
Commissioner
Doll made a motion to approve the vouchers in the amount of $252,834.12.
Commissioner Shriver seconded the motion. Motion carried 2-0.
HUMAN
RESOURCE AUDIT REVIEW
Marjorie
Engel, with Allen Gibbs & Houlic, L.C., came before the Board of
Commissioners to address any questions concerning the Human Resource Audit.
Ms. Engel
advised the first action recommended would be the hiring of a full-time Human
Resource Person. Ms. Engle advised a sample job description has been put in the
HR Audit Review. This position would
answer to the County Administrator but would need to work closely with the
Financial Director and the Payroll position. The Payroll by itself is not a
full-time position and would be able to assist the HR person with data entry,
record keeping, and other miscellaneous tasks.
Ms. Engle
stated that the HR position should have a Bachelor’s Degree and have a PHR
Certification. If the applicant hired does not have the PHR Certification, this
should be
required as
part of the conditions of being hired and needs to be completed as soon as
possible. Ms. Engle advised the salary range would start at approximately
$50,000.
Ms. Engle
advised that after the HR position has been hired, that she would be able to return
and work with that person at no additional cost to the County.
Administrator
Johnson advised the Board of Commissioners the next step would be to approve
the job description and the salary range for the HR position. Once this step is
taken the position will be advertised with a starting date of January 2003.
Commissioner
Shriver advised he would like to discuss this position further before making a
motion for approval. No further discussion at this time.
PUBLIC
WORKS DEPARTMENT VACANCIES
Darryl C
Lutz, P.E., Director of Public Works came before the Board of Commissioners to
request authorization to fill some of the recent vacancies in the Highway
Division and Landfill Division.
Mr. Lutz
advised the Highway Division would have 4 vacancies as of September 20th,
which prevents the County from adequately performing snow and ice removal. Mr.
Lutz advised that as of this week, 2 positions would be vacant with the
landfill with 1 position needing to be filled to sustain the recycle programs.
Mr. Lutz
recommends that the Board of Commissioners authorize the Department of Public
Works to replace personnel for 3 of 4 vacated positions in the highway division
and 1of 2 vacated positions in the landfill division.
Commissioner
Shriver made a motion to authorize the Department of Public Works to replace 3
personnel for the highway division. Commissioner Doll seconded the motion.
Motion carried 2-0.
Commissioner
Doll made a motion to authorize the Department of Public Works to replace 1
person for the landfill division. Commissioner Shriver seconded the
motion. Motion carried 3-0.
OTHER
Administrator
Johnson advised the Commissioners that a Butler County Sheriff’s vehicle was
destroyed as a result of a
