BUTLER
COUNTY BOARD OF COMMISSIONERS
Tuesday, October 1, 2002
Commission Chairman Randy Doll called the Butler County Board of Commissioners to order at 7:00 p.m. Present were Commissioner Bill Shriver; Commissioner Will Carpenter; County Administrator, Will Johnson Jr., and Deputy Clerk Barbara Day.
County Counsel Norm Manley requested an executive session for 10 minutes to include County Administrator Will Johnson Jr., Commissioners, and the Director of Planning and Development.
Commissioner Shriver made a motion to go into executive session from 7:02 p.m.until 7:12 p.m. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Included in the executive session were County Administrator Will Johnson Jr., County Counsel Norm Manley, Chairman Doll, Commissioner Shriver, Commissioner Carpenter, and Director of Planning and Development Todd Kennemer.
RECONVENE
Chairman Doll called the Commission meeting back to order at 7:12 p.m.
County Counsel Norm Manley advised the Board of Commissioners that it was discovered that (4) residents residing in Greenwood County which had property located in the 1000ft radius were not given proper notification. As a result, Mr. Manley advised the Commissioners that any decision that was made could be reversed in District Court.
Commissioner Shriver made a motion to remand the (2) CUP issues for Wind Farming back to the Planning Commission to re-do the process. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Chairman Doll addressed the Public group gathered and explained that the Commission meeting is not a public meeting and that citizens are normally not allowed to comment. Mr. Doll advised the group that the Board of Commissioners wanted to allow the citizens of Butler County to respond to the Wind Farm issues, and are going to allow that tonight.
Mr. Doll advised that the speakers would switch back and forth allowing equal time for those in favor and against the Wind Farm issues. The following speakers were allowed to speak with a limit of 3 minutes for each speaker.

Todd Kennemer, Director of Planning and Development, advised that the Planning Commission would review the (2) CUP’s on November 5th, and they would come before the Board of Commissioner on November 26th.

Chairman Doll made a motion to adjourn at 8:22 p.m. Commissioner Carpenter seconded the motion. Motion carried 3-0.
