BUTLER
COUNTY BOARD OF COMMISSIONERS
Tuesday, March 19, 2002
Commission Chairman Randy Doll called the Butler County Board of Commissioners to order. Present were Commissioner Bill Shriver & Commissioner Will Carpenter; Jay Newton, County Administrator and County Clerk Secretary, Linda S. Peterson.
Commissioner Shriver moved to approve the Adds in the amount of $+2,962.08 and the Abates in the amount of -$8,864.82, with the approval #2098 dated March 19, 2002. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Chuck McGuire, Community Corrections Director presented the Board with the sealed bids for their approval. The bids were as follows:

Commissioner Doll moved to accept the bids and have Mr. McGuire return with his recommendations. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Mr. McGuire came back with his recommendations to purchase 2, Dodge Stratus from Parks Motors.
Commissioner Doll moved to accept the bid from Parks motors for 2-2002 Dodge Stratus in the amount of $27,700.00. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Scott Stoskopf, Computer Services Director presented the Board with bids for individual offices new and replacement computers. Each individual office will pay for their computers from their own budgets.

Commissioner Doll moved to accept the bids and have Mr. Stoskopf return with his recommendations. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Mr. Stoskopf came back with his recommendations and presented to the board, to purchase the Computers from Butler County PowwwerNet.
Commissioner Doll moved to accept the bid form Butler County Powwwer Net in the amount of $25,424.00. Noted that this is not the lowest bid, but with the trouble that the County has had with LaForge’s, they did not accept this bid. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Darryl C. Lutz, P.E., Director of Public Works presented his recommendation on tire purchases.
Commissioner Doll moved to table the tire purchases for the Public Works Department until further prices have been obtained. Commissioner Carpenter seconded the motion. Motion passed 3-0.
Darryl C. Lutz, P.E., Director of Public Works presented to the Board a recommendations to purchase a automatic tarp covering system for the landfill. This machine would cost $48,987.00 and the cost of an 8000 square feet tarp would be $7,384.00 to be paid from the capital outlay account. Operating and replacement of tarps per year would be around $12,000.00.
Commissioner Doll moved to receive this report and request Mr. Lutz to come back with more detailed information on savings and costs. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Jim Schmidt, Director of Emergency Management presented for approval, a part-time clerk position to begin the formatting of the Community Emergency Response Team program for Butler County.
Commissioner Doll moved to accept the information and have Mr. Schmidt come back with a presentation on what the C.E.R.T. does. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Darryl C. Lutz, P.E., Director of Public Works, presented a report of priority items from the Solid Waste Management Planning Committee. The priority issues are to assure County control over solid waste disposal in Butler County, to maintain a County-wide levy or assessment in addition to the tipping fee for funding of solid waste facilities and recycling activities and to recommend County leadership to implement expanded recycling programs County wide. Funding with tipping fees and some mill levy is still open to discussion.
Commissioner Doll moved to receive the report on Solid Waste Management and accept the information. Mr. Lutz was asked to come back with a make up of the committees, terms and also include an attendance record. Commissioner Shriver seconded the motion. Motion carried 3-0.
OTHER ITEMS:
Darryl Lutz, Director of Public Works requested that the week of April 20 through April 27 be designated at Spring cleanup week, using the same policy as last year.
Commissioner Shriver moved to approve the Spring Clean up week of April 20-April 27 using the same policy as last year. Commissioner Carpenter seconded the motion. Motion carried 3-0.
Commissioner Doll moved to recess the Butler County Commission meeting at
10:55 a.m. and go into the Public Commission Board meeting. Commissioner Carpenter seconded the motion. Motion carried 3-0.
The County Commission Board reconvened at 11:18 a.m.
The Commissioners worked on a new job description for the County Administrator.
The Board will have a draft drawn up and sent to Mr. Will Johnson and to the Commissioners for their approval.

12:22 p.m.. Commissioner Carpenter seconded the motion. Motion carried 3-0.
