COUNTY BOARD OF COMMISSIONERS

Commission Chairman Randy Doll called the Butler County Board of Commissioners to order at 6:00 p.m. The BOCC were meeting in special work session in Andover, Kansas at the Lodge in Central Street Park, in joint session with the Andover City Council. Present were Commissioner Bill Shriver; Commissioner Will Carpenter; County Administrator, Will Johnson Jr. and County Clerk Ron Roberts. Others in Attendance were Andover Mayor Dennis Bush and Andover Council members Bob Ruth, Shari Geisler, Ben Lawrence, Charley Lewis, Harry Hale, Keith Zinn, City Clerk/Administrator
Jeff Bridges, and Administrative Director Donna Davis.
County Administrator Will Johnson Jr. informed the audience that this will be an open meeting and the public is welcome, but that it will not be a public hearing so there will be no input taken from the audience.
County Administrator Will Johnson Jr. stated this workshop was not to discuss whether the City of Andover should assume control of Butler County Fire District # 1, but the steps necessary for an orderly transition to occur. He has been working with City Administrator Jeff Bridges to develop a list of transition issues.
Commissioner Shriver suggested that a transition team be appointed. The team should include City, Fire Department, Township and County.
Mr. Johnson and Mr. Bridges will be forming a transition team; each governing body will then give its approval.
Commissioner Doll wanted to make sure the citizens being affected had a chance for input, Councilmen Lawrence and Hale concurred. Doll suggested planning at least two hearings, one for residents of Bruno Township and another for residents of Andover.
The commissioners and council members agreed there should be representatives from Bruno Township, the city, the county and the fire department on the committee.
The city of Andover needs to be in the lead on the transition issues, Mr. Johnson said.
Mayor Bush wanted council members Ben Lawrence and Charley Lewis to serve on the transition team for the city. Commissioner Shriver said “It’s not like we are inventing something new, it’s happened before. It should not be difficult it will just take some time to complete.”
Mayor Bush asked if the Commissioners would consider making a resolution of commitment to the process.
Commissioner Shriver indicated the commissioners were not going to fight this process, and if the steps outlined on the transition page were followed there should be no problems in accomplishing this. We are working toward this goal.
Commissioner Shriver moved to adjourn the Butler County Board of Commissioners meeting at 6:45 p.m. Chairman Doll seconded the motion. Motion carried 3-0.
