COUNTY BOARD OF COMMISSIONERS
Monday, March 25, 2002
Commission Chairman Randy Doll called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Bill Shriver; Commissioner Will Carpenter; Jay Newton, County Administrator and Linda Peterson, County Clerks Secretary.
Commissioner Carpenter moved to approve the Butler County Commission meeting minutes of Monday March 18, 2002 and Tuesday, March 19, 2002 as amended. Commissioner Doll seconded the motion. Motion carried 3-0.
Commissioner Carpenter moved to approve the vouchers in the amount of $1,227,900.79 with the amount of $1,124,690.56 being deducted for the Public Building Commission vouchers to be postponed for a week, making the total of vouchers $103,210.23 dated March 25, 2002. Commissioner Shriver seconded the motion.
Motion carried 3-0.
Commissioner Shriver would like to see a breakdown of what kind of classifications the adds and abates are.
FLINT
HILLS R C & D
Mr. Bruce Wells, Flint Hills RC&D (Resource Conservation and Development) presented their annual report to the Board. The goals are to strengthen the RC&D Council, protect and enhance our natural resources to sustain and improve the environment, improve the community and economic condition of the area, and improve, maintain and preserve the agricultural economy and lifestyle of the area. Mr. Wells also stated that each of the 6 Counties have a representative from the Board of Commissioners. Commissioner Carpenter is Butler Counties representative. Butler County gives Flint Hills RC&D $300.00 a year for support.
Commissioner Doll moved to go into Executive Session to discuss “Personnel matters of non-elected personnel” at 9:40 a.m. for 45 minutes and return at 10:25 a.m. with Ron Roberts, County Clerk, and Mark Dick of Allen, Gibbs and Houlik. Commissioner Shriver seconded the motion.
Motion carried 3-0.

CLAIMS SERVICE
Larry Powell, Butler County Economic Development presented an Insurance Agreement with the Railway Claims Service.
The Commissioners requested that Mr. Powell return with this agreement after Norman Manley, the County’s Attorney has reviewed and signed off on it.

The Commissioners went over the job description of the new County Administrator.
Commissioner Doll moved to go into Executive Session to discuss “Personnel matters of non-elected personnel” at 11:12 a.m. for 30 minutes with Will Johnson, the new County Administrator and with no further business before the Board, we will adjourn. Commissioner Shriver seconded the motion. Motion carried 3-0.
