BUTLER COUNTY BOARD OF COMMISSIONERS

Tuesday, January 29, 2002

 

Commission Chairman Randy Doll called the Butler County Board of Commissioners to order. Present were Commissioners Bill Shriver & Will Carpenter; Jay Newton, County Administrator and Commission Secretary, Linda Peterson.

 

MKEC ENGINEERING

Darryl Lutz, Director of Public Works, presented the Walnut River Bridge Rehab Engineering Agreement.

 

Commissioner Shriver made a motion to table this item, until Norman Manley has reviewed the contract.  Commissioner Carpenter seconded the motion. 

Motion carried 3-0

 

Mr. Lutz returned having Mr. Manley review the contract and stated that according to Mr. Manley the liability insurance should be raised to $1,000,000.  Mr. Lutz will be sending this contract back to have this change made.  When he receives this back he will bring it to the Board at that time.

 

TOWNSHIP ANNUAL MEETING

Darryl Lutz informed the Board of the upcoming annual meeting with the Townships.

The Board would like to be at this meeting to answer questions.  The meeting will be scheduled for Monday, February 25 at 11:30 a.m., with a lunch at noon and the meeting to begin at 1:00 p.m., held at the Butler County Community Building.

 

RESOLUTION NO# 02-04

A resolution requesting the Kansas Director of Accounts and reports to waive the requirements of K.S.A. 75-1120(A) for Butler County, Kansas.

 

Commissioner Shriver moved to approve resolution #02-04, a resolution requesting the Kansas Director of Accounts and reports to waive the requirements of K.S.A. 75-1120(A) for Butler County, Kansas, and authorize the chair to sign.  Commissioner Carpenter seconded the motion.  Motion carried 3-0

 

THUMPER UNIT FOR EMS

Grant Helferich, Director of EMS, presented a request to send out for bids on a “THUMPER” unit, with sealed bids being opened on Tuesday, February 12, 2002.  This unit is a Cardiopulmonary Resuscitator System used in cases of cardiac arrest.  It provides mechanical CPR. 

 

Commissioner Carpenter made a motion to send out for bids on a THUMPER unit as specified.  Commissioner Shriver seconded the motion.  Motion carried 3-0

 

KIDS CAMP 2002

Grant Helferich presented for Board approval “Kids Camp 2002” which is scheduled for June 20–21, 2002.

 

Commissioner Shriver moved to approve the Kids Camp 2002 for June 20-21.  Commissioner Carpenter seconded the motion.  Motion carried 3-0

 

AUGUSTA REGIONAL MEDICAL CENTER

Carol Borger, Health Department Administrator, presented an agreement with the Augusta Regional Medical Center for Dietician Services for Butler County Health Department.  Also attending were Daryl Thornton, Augusta Regional Medical Center and Jamie Downs, WIC (Women, Infant & Childern).  The Dietician, Stephanie Cundith, would be working 8 hours per week counseling the WIC people.   

 

Commissioner Shriver made a motion to have an agreement with the Augusta Regional Medical Center for Dietician Services for Butler County Health Department as amended and authorize the Chair to sign.  Commissioner Carpenter seconded the motion.  Motion carried 3-0.

 

ADDS/ABATES

Commissioner Doll moved to approve the abates in the amount of -$5,328.52, with approval #2085.  Commissioner Carpenter seconded the motion.  Motion carried 3-0.

 

OTHER ITEMS

 

POLICY STATEMENT OF VEHICLE

Ron Roberts, County Clerk approached the Board about setting a policy for the Fire Districts to use when selling a County vehicle.  The Commission requested Mr. Roberts and Mr. Newton to draw up a policy statement and send out to the Fire Districts.

 

FIRE BOARD TREASURER’S BEING BONDED

Ron Roberts, County Clerk, suggested that the Fire Board Treasurer be bonded for $5,000 to $10,000.  The Commission directed Mr. Roberts to draw up a resolution for bonding the Fire Districts Treasurers.

 

YMCA

Ron Roberts, County Clerk, came to the Board with a bill from the YMCA for demolition charges from the County Landfill.  The Board asked Daryl Lutz, to check into how many loads have been taken to the landfill.

 

OPEN RECORDS COMPLAINT

Ron Roberts, County Clerk, told the Board he received a complaint on the Open Records Act, Friday, January 25th, from David Alfaro from the City of Augusta.  He stated that Mr. Alfaro had requested financial reports from Larry Powell, Economic Development and had not received them yet.  The Commission believed that the request should go to the Chairman of the Economic Board, since they are independent from County Board.

 

FUGIT LAWSUIT

Ron Roberts, County Clerk, informed the Board that the lawsuit from Gary Fugit had been dismissed.

 

 

EXECUTIVE SESSION AND ADJOURNMENT

Commissioner Shriver moved to go into executive session at 10:20, return at

10:38 a.m., and having no further business before the board, to adjourn the meeting. Commissioner Doll seconded the motion.  Motion carried 3-0.
