BUTLER COUNTY BOARD OF COMMISSIONERS

Commission Chairman Randy Doll called the Butler County Board of Commissioners to order. Present were Commissioners Bill Shriver & Will Carpenter; Jay Newton, County Administrator and Commission Secretary, Linda S. Peterson.

 

ADDS/ABATES

Commissioner Shriver moved to approve the Adds in the amount of $+417.26 and the Abates in the amount of -$3,357.49, with the approval #2092 dated February 26th.     Commissioner Carpenter seconded the motion.  Motion carried 3-0.

 

PUBLIC WORKS EQUIPMENT PURCHASES

Darryl Lutz, P.E., Director of Public Works, presented his recommendation for the approval to purchase 2 pickups from Frye Chevrolet in Augusta in the amount of $31,974.60. 

 

Commissioner Carpenter moved to accept the recommendation and approve the purchase 2 pickup trucks from Frye Chevrolet in Augusta in the amount of $31,974.60.  Commissioner Shriver seconded the motion.  Motion carried 3-0.

 

Darryl Lutz, P.E., Director of Public Works, presented his recommendation for the approval to purchase 1 Heavy Duty pickup from Friendly Ford in El Dorado, in the amount of $24,072.00.

 

Commissioner Carpenter moved to accept the recommendation and approve the purchase of 1 heavy-duty pickup truck from Friendly Ford in El Dorado in the amount of $24,072.00.  Commissioner Shriver seconded the motion.  Motion carried 3-0.

 

 

Darryl Lutz, P.E., Director of Public Works, presented his recommendation for the approval to purchase 4 XH1000 Schulte mowers from Wichita Tractor, Inc in the amount of $27,160.00.

 

Commissioner Carpenter moved to accept the recommendation and approve the purchase of 4 XH1000, Schulte mowers from Wichita Tractor Inc., in the amount of $27,160.00.  Commissioner Shriver seconded the motion.  Motion carried 3-0.

 

Darryl Lutz, P.E., Director of Public Works, presented his recommendation for the approval to purchase 2 Broce Highway Sweepers from Berry Tractor & Equipment, Inc., Wichita in the amount of $52,584.00.

 

 

Commissioner Carpenter moved to accept the recommendation and approve the purchase of 2 Broce Highway Sweepers from Berry Tractor & Equipment Inc., in the amount of $52,584.00.  Commissioner Shriver seconded the motion.  Motion carried 3-0.

Darryl Lutz, P.E., Director of Public Works, presented his recommendation for the approval to purchase 2 Volvo 720A Motor Graders from Victor L. Phillips of Wichita in the amount of $211,177.74.

 

Commissioner Shriver moved to accept the recommendation and approve the purchase of 2 Volvo 720A Motor Graders from Victor L. Phillips of Wichita in the amount of $211,177.74.  Commissioner Doll seconded the motion.  Motion carried 2-1, Commissioner Carpenter voted No.

 

 

WEED DEPARTMENT HERBICIDE BIDS

Commissioner Doll moved to accept the bids for the Butler County Weed Department annual herbicides.  Commissioner Carpenter seconded the motion.  Motion carried 3-0.

 

FIRE DISTRICT #10 COMMUNICATIONS

Chris Davis, Director of Emergency Communications and Barry Black, District No 10 Fire Chief came before the Board to discuss the paging needs for FD #10.  Mr. Davis and Mr. Black told the Commissioners that there are a lot of dead spots in northern Butler County and sometimes no pages at all.  It was stated that Butler County uses VHF and Marion County uses UHF, this is why sometimes we go through Marion County to get our pages out to the northern part of our County.

 

Commissioner Doll moved to receive the report and direct Mr. Davis to get an RFP report of the overall 911 communications needs of the County and bring back at a future date.   Commissioner Shriver seconded the motion.  Motion carried 3-0.

 

SEPARATION OF GIS/MAPPING FROM APPRAISERS OFFICE

Pamela Dunham, GIS Coordinator and Clark Allemang, County Appraiser came before the Board to request the separation of the GIS/Mapping Department from the Appraisers Department.

 

Commissioner Shriver made a motion to approve the separation of the GIS/Mapping Department form the Appraisers Department and have GIS/Mapping Coordinator report directly to the Administrator.  Commissioner Carpenter seconded the motion.  Motion carried 3-0.

 

DEPUTY APPRAISER POSITION DESCRIPTION

Clark Allemang, Director of Appraisers, presented for approval a new job description for the Assistant County Appraiser.  Discussion took place on whether the position would be exempt or not and the issue of pay scale was also brought up. It was suggested that this issue needs to be discussed in Executive Session.

 

Commissioner Shriver moved to table this issue with no action taken.  Commissioner Carpenter seconded the motion.  Motion carried 3-0.

 

TAX APPRASIAL PROBLEM

Larry Adams, El Dorado came before the Board to express his opinion on his appraisal on his home and business going up every year.  He then goes through the process of appealing the tax, going to the State, etc.  He told the Commissioners that every time, the appraisers have lowered his taxes, but he is tired of having to do this every single year.  Commissioner Doll requested Mr. Adams and Mr. Clark Allemang, Appraiser, set a time to go over all his property and make sure both parties are satisfied.  Mr. Adams was also asked if he had a personnel problem with anyone in the Appraisers Office, if so please write it down and give it to Mr. Allemang or to the Commissioners.

 

HAZARD MITIGATION GRANT FUNDS

Jim Schmidt, Coordinator for Emergency Management and Kathy Guy, Emergency Management, presented the notice from the State Division of Emergency Management that funding for mitigation projects will be available for Butler County due to the ice storm.  Mr. Schmidt informed the Commission there was 40 – 60 Million dollars worth of damage in Kansas. 

 

Commissioner Doll moved to receive the report.  Commissioner Carpenter seconded the motion.  Motion carried 3-0.

 

 

SEVERE WEATHER AWARENESS WEEK

Jim Schmidt, Coordinator for Emergency Management, presented to the board for approval proclaiming the week of March 8 – 15, 2002 Severe Weather Awareness Week for Butler County.

 

Commissioner Shriver made a motion for the Chairman to sign the proclamation to declare March 8-15, 2002, Severe Weather Awareness Week for Butler County.  Commissioner Carpenter seconded the motion.  Motion passed 3-0.

 

PUBLIC WHOLESALE WATER DISTRICT

Bill Keefer, Augusta City Manager and Mr. John Bailey, Professional Engineering Consultants and Stan Stewart, El Dorado City Manager came before the Board to discuss issues related to the development of a Public Wholesale Water District.

 

Commissioner Doll stated this meeting was held for the purpose of getting the City of Augusta online with this project and to air out any difference they have with PEC or anyone else. 

 

Mr. Keefer stated the City of Augusta felt like PEC was not taking into consideration the time and money that the city had spent on new water plant.  Mr. Keefer said with the delay of the wholesale water District, the City of Augusta had to go ahead and build the new water plant. 

 

Mr. Bailey stated that this was to be a win-win situation for all of Butler County.  He noted that the old pipe would have to be replaced because they felt it would not hold up to the pressure that would be flowing through it.  In the amended plan they would like to build a 30-inch line to protect the old line, along side of it.  Mr. Bailey also noted that this is not a hard project from the Engineering stand point.

 

Mr. Stewart told the Board that the City of El Dorado was on-line with this projects and they knew there would have to be some give and take to make this projects work.

 

Mr. Keefer stated he would take this amended plan back to the new City of Augusta Commissioners and come back at a later date with their discussion.

 

The Commissioners stated that if Augusta was not on board, then this probably would not happen.

 

Jay Newton, Administrator suggested that the Cities of Butler County get together to discuss the pro’s and con’s of the Wholesale Water District.

Commissioner Doll moved to go into Executive Session at 12:00 p.m. and return at

12:15 p.m. to discuss matters of non-elected personnel.  Commissioner Carpenter seconded the motion.  Motion Carried 3-0.

 

RECONVENE

The Commission reconvened at 12:20 p.m.
