BUTLER COUNTY BOARD OF COMMISSIONERS

Monday, April 8, 2002

 

Commission Chairman Randy Doll called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Bill Shriver; Will Johnson, County Administrator and Barbara Day, County Clerks Secretary. Commissioner Will Carpenter was unable to attend due to previous engagement.

 

APPROVAL OF MINUTES

Commissioner Shriver moved to approve the Butler County Commission meeting minutes of Monday April 1, 2002 and Tuesday, April 2, 2002.  Commissioner Doll seconded the motion. Motion carried 2-0.

 

VOUCHERS

Commissioner Shriver moved to approve the vouchers in the amount of $301,935.10 dated April 8, 2002.  Commissioner Doll seconded the motion.  Motion carried 2-0.

 

ADDS/ABATES

Commissioner Shriver moved to approve the adds in the amount of $670.00 and the abates in the amount of $1,610.68, with approval #2102.  Commissioner Doll seconded the motion.  Motion carried 2-0.

 

ADMINISTRATOR CONTRACT

Discussion on changes to the contract for County Administrator Will Johnson Jr.,

concerning severance pay. Attorney Norman Manley could not be present and so

recommended the contract be tabled for further discussion.  

Commissioner Shriver moved to table the contract. Commissioner Doll seconded the motion.  Motion carried 2-0.

 

WHOLESALE WATER DISTRICT

Will Johnson, Jr. came before the Board to discuss the Butler County Wholesale Water District. Mr. Johnson advised the board that he would have supporting data on this matter

in the near future.  No further action taken at this time.

 

BSF RAILROAD CHARITABLE CONTRIBUTION

Larry Powell, Butler County Economic Development Director, came before the Board to request a replacement document for the BSF Railroad Charitable Contribution Receipt. Mr. Powell, advised the Commission that his office is unable to locate this document.

 

Commissioner Shriver moved to approve a replacement document for the Charitable Contribution Receipt for the BSF Railroad. 2003 BUDGET SCHEDULE

Administrator, Will Johnson, Jr., presented the following budget schedule for the 2003 Budget year. Administrator Johnson advised that this memo will go out to the department

Heads this week.

 

4/26/02                        Administration-Deliver budget & Actuals to Departments.

4/26 to 5/31/02            Departments-Review Base Budget Spreadsheets.

5/31/02                        Departments-Submit Budgets to Administration electronically.

5/31-6/14/02                Administration-Prepare Budget Analysis

6/14/02                        Administration-Deliver completed analysis to Departments.

6/24-7/5/02                  Departments-Budget hearings with Administrator.

7/8-7/19/02                  Departments-Budget hearings with County Commissioners.

7/31/02                        Administration-Prepare final budget and print budget.

8/13/02                        Commission-Public Hearing on Budget.

 

 

CAPTAIN AND UNDER SHERIFF PAY & GRADES

 

Sheriff Stan Cox came before the Board to discuss the pay grade regarding Captain and Under Sheriff.

Commissioner Shriver made a motion, that the Current Under Sheriff increase to Range 24 Step C with a wage increase to $49,500. The Current Captain’s will increase to Range 22 Step E with a wage increase to $47,600. Future Captain positions will start at Grades 22 and Under Sheriff will start at Grades 24.

Commissioner Doll, seconded the motion. Motion carried 2-0.

 

Commissioner Doll Recessed Commission meeting at 10:40am for a 5-minute break,

reconvened at 10:45am.

 

ROAD IMPACT FEES

Norma Manley, Attorney for Butler County; Darryl Lutz, Public Works Director and Todd Kennemer, Planning & Zoning Director came before the Board with information regarding the Road Impact Fees.

Attorney Jim Hargrove, was also present on retainer for several of the Townships.

 

Attorney Jim Hargrove, addressed the Commission on behalf of the Townships. Hargrove advised the Commission that his clients were willing to work with the County on this program. County’s Attorney Norman Manley, recommended that the Road Impact Fee

Program be dis-continued. Manley advised a 90day window should be allowed to make the transition that would be required for this process.

 

After a brief discussion time, County’s Attorney Norman Manley requested further discussion in Executive Session.

 

 

                                                                                                                       

 

 

 

 

 

EXECUTIVE SESSION

Executive Session to include Commissioners Shriver and Doll, County Administrator Will Johnson, Darryl Lutz, Todd Kennemer, and County’s Attorney Norman Manley.

 

Commissioner Doll moved that the meeting would move to Executive Session from

11:55 to end at 12:05pm. Motion seconded by Commissioner Shriver. Motion carried

2-0.

 

RECONVENE

The Commissioners reconvened at 12:05pm.

 

OTHER ITEMS

 

MEMO ON UNAUTHORIZED ACCOUNTS

Butler County Treasurer Neal Parrish issued a memo concerning any accounts opened

using the County Tax ID#, without authorization. This would include any slush funds

for pop, vending machines, etc.

 

Commissioner Shriver made a motion that any funds generated on County Property,

needs to be documented. This documentation needs to be supervised by the County

Administration. Motion was seconded by Commissioner Doll. Motion carried 2-0.

 

PROPERTY ON TAX SALE

Administrator Will Johnson Jr., presented a letter from the County’s Attorney Norman

Manley, addressing property from a previous tax sale. The letter address’s the purchase of a property by a citizen in which the situs address and the legal description did not match. This citizen is requesting a refund on the purchase. It is the advice of Attorney Manley to refund the purchase amount of $550.00. It is also his advice that this same property be placed on the next tax sale. It is further his advice that this property, as well as any other property sold by the County, be published by legal description only

Shriver seconded the motion. Motion carried 2-0.
