COUNTY BOARD OF COMMISSIONERS
Monday, April 22, 2002
Commission Chairman Randy Doll called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Bill Shriver; Commissioner Will Carpenter; County Administrator, Will Johnson Jr., and County Clerks Deputy,
Barbara Day.
Commissioner Carpenter moved to approve the Butler County Commission minutes for Monday, April 15, 2002 and Tuesday, April 16, 2002 as amended. Commissioner Shriver seconded the motion. Motion carried 3-0.
Commissioner Carpenter moved to approve the vouchers in the amount of $3,343.72 dated April 22, 2002. Commissioner Shriver seconded the motion. Motion carried 3-0.
Commissioner Shriver moved to approve the Adds in the amount of $1,801.22 and the Abates in the amount of $5,102.48 with approval #2105. Commissioner Doll seconded the motion. Motion carried 3-0.
Will Johnson, Jr., Administrator came before the Board to discuss issues concerning REAP. Mr. Johnson wanted to express support and involvement by Butler County in this organization. Mr. Johnson advised the Commissioners that he would fill former Administrator Jay Newton’s vacancy on the Legislative committee.
Administrator, Will Johnson, Jr., reminded the Board of the FLSA training session on April 24, 2002 at 8:30 a.m. at the El Dorado Civic Center. Commissioners were invited to attend.
Administrator, Will Johnson, Jr., came before the Board with discussion on work session priorities. Mr. Johnson advised the Commission of recommendations received from Attorney Michael Gillespie for Butler County on Personnel Rules. After Mr. Johnson reviews the recommendations and discusses them Attorney Norman Manley, he will bring back his recommendations to the Commission.
The Commission was in agreement that the Personnel Manual should be revised to meet
the recommendations of Attorney Gillespie, County Attorney Jan Satterfield, and Attorney Norman Manley.
BUDGET LETTER TO THE
STAFF
Commissioner Doll advised the Commission that he would like to see a Budget Letter sent to the staff. Commissioner Doll felt a letter might give staff some idea of the Commissioners goals during the budget session.
Administrator Johnson, advised the Commission that County Appraiser Clark
Allemang will be presenting value amounts in commission meeting next Monday, April 29th. Commissioner’s decided to look at directives on the Budget Letter next Monday, April 29th, after the presentation of values to be certified by Mr. Allemang.

Commissioner Doll called a recess for a 5-minute break at 10:40am.

Commissioner Doll brought the Butler County Commission Meeting back to order
at 10:46am.
PROGRESS
MEETING ON CONSTRUCTION
Commissioner Doll discussed having regular meetings on construction updates on the Judicial and Jail facilities. Commissioner Doll advised that these meetings should be held every two weeks and presented by Contractor JE Dunn and Public Building Coordinator Jay Newton. Commissioner Doll also advised he would like to see the three following items included.
1) Budget Flow Chart Presented by PBC Coordinator Jay Newton
2) Execution Summary Presented by JE Dunn
3) Project Time Line Presented by JE Dunn
County Administrator, Will Johnson Jr., will advise Mr. Newton and schedule meetings
with the Commissioners.

MINUTES
Change to the Butler County Commission Minutes for April 9th, 2002. Minutes read
that the two final banks that the County Treasurer was looking at for bids were Prairie State Bank in Augusta, and Intrust Bank of El Dorado. Minutes were amended to read Prairie State Bank of Augusta, and First National Bank of El Dorado.
Commissioner Doll moved to adjourn the meeting at 11:06a.m.,Commissioner Shriver seconded the motion. Motion carried 3-0.
