BUTLER COUNTY BOARD OF COMMISSIONERS
Monday, June 4, 2001
The Butler County Board of Commissioners was called to order
by Commission Chairman, Bill Shriver.
Present were Commissioners Randy Doll and Will Carpenter along with
County Administrator, Jay Newton and Commission Secretary, Marcy Zwall.
APPROVAL OF MINUTES
Commissioner
Doll moved to approve the minutes of Tuesday, May 29, 2001, with a couple of
spelling errors corrected. Commissioner
Carpenter seconded the motion. Motion
carried 3-0.
APPROVAL OF VOUCHERS
Commissioner
Doll approved vouchers totaling $126,386.10, dated June 4, 2001. Commissioner Carpenter seconded the motion.
Motion carried 3-0.
APPROVAL OF ADDS & ABATES
Commissioner Carpenter moved to accept the Adds of +$274.08 and the Abates of -$2,751.00, with the approval number of 2055. Commissioner Doll seconded the motion. Motion carried 3-0.
Todd Kennemer, Planning & Development Director, presented a proposed revision to Article 17, Floodplain (FP) District, of the Butler County Zoning Regulations. Mr. Kennemer noted that said revision was taken directly from the model ordinance sent to him from the Department of Agriculture Division of Water Resources (DWR) & FEMA. In addition, Mr. Kennemer indicated that his goal is to meet the June 20th deadline, although the Kansas City FEMA office is behind schedule due to the Hoisington tornadoes. However, DWR & FEMA have assured Mr. Kennemer that NFIP will not be cancelled in Butler County if deadline is not met.
Darryl Lutz, County Engineer, and Diane Rollins, Director of Solid Waste, presented a status report regarding staff discussions of a recycling partnership between Butler County and the City of El Dorado, allowing a recycling facility to be made available countywide. The Board discussed with Mr. Lutz & Ms. Rollins potential alternate locations for said facility that would be more in the center of the County’s population, as opposed to El Dorado. Mr. Lutz noted that Ms. Rollins is investigating city/community drop-offs with El Dorado still housing the base processing facility. Commissioner Doll advised the Board should consider a long-term view of county use of a facility for recycling & program instead of what is beneficial currently. The Board expressed their concern about the El Dorado Recycling Program not approaching the Solid Waste Planning Committee initially. Mr. Lutz indicated that the City brought their plan before the Solid Waste Planning Committee in April. Commissioner Shriver recommended Ms. Rollins return to the Solid Waste Committee for proposals. Administrator Newton recommended that the
Solid Waste Committee should develop a long-term, comprehensive plan for a county recycling program, and bring it before the Commissioners for consideration & approval.
No commitment was made on assisting El Dorado in its recycling building at this point.
The Commissioners discussed KDOT proposal to eliminate K-254 route designation between El Dorado and Wichita, replacing it with US-54, and subsequently removing the US-54 designation from Kellogg Ave (leaving US-400). The new US-54 designation would also apply to the future Northwest Wichita and Goddard Bypass. Administrator Newton suggested that the Commission bring this item up at the Central Plains Quad-County Planning Forum. Mr. Lutz recommended inviting affected cities to the Commission meeting next week for discussion.
The Commissioners discussed an invitation by the Regional Economic Area Partnership (REAP) to a Regional Economic Development Summit to be held Thursday, June 21, 2001. Administrator Newton indicated that attendance by a Commissioner would be beneficial. Commissioner Carpenter requested permission to attend.
Commissioner Shriver moved to accept the resignation of June Inkelaar and appoint Shawn Schoenthaler as Trustee of Rock Creek Township. Commissioner Doll seconded the motion. Motion carried 3-0.
Administrator Newton presented the invitation to the Butler County Jail Ground Breaking, which will be held Monday, June 11, 2001, at 11:30am. Approximately 125 attendants, including past & current Commissioners, are anticipated. Refreshments will be served.
The Commissioners will host the Central Plains Quad-County Planning Forum, at the El Dorado Civic Center, today at 11:30am.
Commissioner Carpenter moved, having no further business before the Board, to adjourn. Commissioner Doll seconded the motion. Motion carried 3-0.
