BUTLER COUNTY BOARD OF COMMISSIONERS
Monday, June 18, 2001
The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioner Will Carpenter, County Administrator, Jay Newton and Commission Secretary, Marcy Zwall. Commissioner Randy Doll was on vacation.
APPROVAL OF MINUTES
Commissioner
Carpenter moved to approve the Butler County Commissioner Meeting minutes of
Monday, June 11, 2001, and Tuesday, June 12, 2001. Commissioner Shriver seconded the motion. Motion carried 2-0.
Commissioner
Carpenter moved to approve the Public Building Committee Meeting minutes of
Monday, June 11, 2001. Commissioner
Shriver seconded the motion. Motion
carried 2-0.
APPROVAL OF VOUCHERS
Commissioner
Carpenter moved to approve vouchers totaling $302,484.86, dated June 15,
2001. Commissioner Shriver seconded the
motion. Motion carried 2-0.
Darryl
Lutz, County Engineer, presented & reviewed cost proposals and statements
of qualifications from engineering firms solicited for providing professional
services related to study, design and plan preparation for the proposed
rehabilitation of the Walnut River Bridge east of Augusta, on SW 100th
St. (Old 54 Hwy). Commissioners had
requested Mr. Lutz’s review said proposals & make recommendations. Mr. Lutz indicated he had worked with Finney
& Turnipseed for past work, & still relies on them for some
troubleshooting. However he also noted
that he was confident in both companies.
Mr. Newton advised considering using a “new” company so as not to appear
to be “locked in”. Commissioners
debated the benefits of using a firm that is known & trusted, as well as
one that is fresh, competent & reputable.
Commissioner
Shriver moved to approve MKEC Engineering Consultants to do the consulting
& proposal work to come up with a plan for the Old 54 Highway Bridge.
Commissioner
Carpenter seconded the motion. Motion
carried 2-0.
Commissioner
Shriver advised Mr. Lutz to inform Finney & Turnipseed that the board was
not disapproving of their proposal, but rather was interested in diversity of
companies used for bridge work.
Administrator
Newton presented a memo regarding the assessed values of 2001 for 2002 Budget,
noting that it was merely a preliminary overview of the General Fund Budgets
Request (“just as he received them”). Commissioner Shriver requested last
year’s budget for comparison. Mr. Newton assured him that comparisons would be
included.
Administrator Newton presented a letter received from Randy Allen, Executive Director of Kansas Association of Counties, requesting either the Board vote for candidate Lonie Addis, Labette County Commissioner, as Kansas’ representative to the National Association of Counties,
or delegate someone from Butler County. The Commission chose not to take any action on this matter.
Commissioner Carpenter moved, having no further business before the Board, to adjourn. Commissioner Shriver seconded the motion. Motion carried 2-0.
