BUTLER COUNTY BOARD OF COMMISSIONERS

The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Doll moved to approve County Vouchers totaling $188,019.54 dated May 7, 2001. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Carpenter moved to approve Ads totaling $5,420.96 and Abates totaling $20,221.86 per approval #2050. Commissioner Doll seconded the motion that carried 3-0.
APPROVAL OF MINUTES
Commissioner Doll moved to approve the minutes for April 30th and May 1st Commission meetings, Commissioner Carpenter 2nd the motion, carried 3-0.
WHOLESALE WATER
DISTRICT
Mr. John Bailey with Professional Engineering Consultants discussed the concept of wholesale water distribution. Mr. Bailey discussed the El Dorado Lake Reservoir, which built a Federal Reservoir for flood storage. The Reservoir has M&I storage, municipal & Industrial water supply. El Dorado has approx. 12million gallons a day, which they own, and 7million gallons a day which they have water rights to. Presently there are two water resources for Butler County. The City of Wichita supplies water to Andover, Benton, Rural Water Dist. #8, and Rose Hill. City of El Dorado supplies water for the rest of the county.
Mulvane & SG County Rural Water Dist. #3, receive water from Augusta, which is piped into Augusta from El Dorado and conditioned at the water treatment plant in Augusta. The only increase of cost would come from the increase of raw water supplied from the City of El Dorado.
City of Wichita contract will be coming up in 2010 for areas of Butler County.
The Commission Board requested that Mr. Bailey present a Marketing and Management plan for water distribution for Butler County.
CHARACTER FIRST
TRAINING
The President of Ministerial Alliance, Pastor Richard Edds, presented an informal presentation on Character First Training. Edds advised the commission that the City of El Dorado has adapted this program. This training is aimed at City Government, workplace, schools, churches, media, and law enforcement. Cost for the presentation is $975.00 or $50.00 per person.
ZONING ISSUES
Director of Planning and Zoning, Todd Kennemer, advised the commission of one possibility to expand the “Conditional Use Permit” for the Prairie Rose Business. Commission advised
Kennemer to contact the County’s Attorney for further advice.
REAP MEMBER
Commissioner Will Carpenter was appointed to the board of REAP with Jay Newton as the alternate. Motion for approval by Commissioner Carpenter, 2nd by Commissioner Doll, passed with a 3-0 vote.
REVIEW OF COURTHOUSE
Commissioner Carpenter advised the commission of his recent trip to Florida and his tour of the courthouse.

Commissioner Carpenter moved to adjourn, motion was seconded by Commissioner Doll and carried 3-0.
