BUTLER COUNTY BOARD OF COMMISSIONERS

The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Carpenter moved to approve the purchase of a 2001 Road Rescue Ambulance from EDM Equipment ($99,481.00 less $5,000.00 trade-in) as stated in bid opening last week. Commissioner Doll seconded the motion that carried 3-0.
Commissioner Doll moved to acknowledge the following changes to the Solid Waste Planning Committee bylaws: change quorum requirements from 50% + 1 to 40% to 1 and change the title to read “Butler County Solid Waste Planning Committee”. Commissioner Carpenter seconded the motion that carried 3-0.
42% of the - surveys sent out were received. 17% haul to the landfill, 6% self-manage on site. There were more responses from the rural than the urban areas. 61% of people countywide take yard clippings (green waste) to the landfill. Increasing tipping fees was discussed to make the landfill self-supporting and not require county budget subsidy.
Commissioner Carpenter moved to approve the implementation of the Green Waste Ban effective January 1, 2002. Commissioner Doll seconded the motion that carried 3-0.
Commissioner Doll moved to approve a grant application to KDHE for $60,000 for development of a county compost site and for implementing the proposed green waste ban and authorize the Chair to sign. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Doll moved to approve the contract between KDOT and Butler County Noxious Weed Department. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Carpenter moved to approve the 13th Judicial District Department of Corrections 2002 Comprehensive Plan and authorize the Chair to sign. Commissioner Doll seconded the motion that carried 3-0.
Commissioner Carpenter moved to authorize the study of in-bound and out-bound telephone line usage at an approximate cost of $650 to be paid out of Administration miscellaneous expenses line item. Commissioner Doll seconded the motion that carried 3-0.
Commissioner Doll moved to adjourn. Commissioner Carpenter seconded the motion that carried 3-0.
