BUTLER COUNTY BOARD OF COMMISSIONERS
Tuesday, March 20, 2001
The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Carpenter moved to accept a $2,000 Hazardous Materials Emergency Preparedness Planning Grant from the Kansas Division of Emergency Management for Emergency Preparedness software and accept a $17,000 Hazardous Materials Emergency Preparedness Planning Grant from the Kansas Division of Emergency Management for GIS implementation and authorize the Chair to sign. Commissioner Doll seconded the motion that carried 3-0.
Larry Powell, Steve Waite and Eric Grooms from the Economic Development Board visited with the Commission regarding Economic Development and the Port Authority. Per legal council from Norman Manley, it was the consensus of the Board to keep the Economic Development Director position as it currently is and not change it to a county department head for the remainder of 2001. The matter will be reviewed in 2002.
Increasing Economic Development funding was discussed and the Commission requested the Economic Development Board to review options other than mil levy increase.
City involvement was discussed with Stan Stewart from the City of El Dorado.

Bids received for 2001 liquid asphalt were as follows:

Commissioner Shriver moved to accept the bid of Koch Materials for CMS-1 and CRS-1H and the bid from Coastal for SS-1H per recommendation of the County Engineer. Commissioner Doll seconded the motion that carried 3-0.

Commissioner Doll moved to accept the bids from the three contractors as received and authorize Mike Thompson, Poe and Associates, to review and bring back his recommendation to the Board. Commissioner Carpenter seconded the motion that carried 3-0.
2001 ANNUAL
CLEAN-UP
Commissioner Doll moved to approve April 21 and April 28 as the official Countywide
Clean-up Event and associated pricing as follows:
Brush, limbs, unpainted/untreated lumber FREE
White goods (without refrigeration units) FREE
Refrigerators, freezers, air conditioners $5.00/each
Commissioner Carpenter seconded the motion that carried 3-0.
BUTLER COUNTY
HORTICULTURE WESTERN OFFICE
Commissioner Carpenter moved to accept the proposal of Larry Crouse, Butler County Horticulture Agent, to staff a western Horticulture Office at the Butler County western office location at the Augusta Airport. The office will be staffed by Larry Crouse and will be open on Wednesday and Friday afternoons on a trial basis from May until June 2001. The County will provide telephone service and a desk. Commissioner Doll seconded the motion that carried 3-0.
ADS & ABATES
APPROVAL
Commissioner Doll moved to approve Ads totaling $372.40 and Abates totaling $115.40 per approval #4002. Commissioner Carpenter seconded the motion that carried 3-0.
EXECUTIVE SESSION
Commissioner Shriver moved to go into Executive Session at 10:32 AM for one hour to discuss the acquisition of property. Commissioner Doll seconded the motion that carried 3-0.
REGULAR SESSION
Commissioner Shriver brought the meeting back into Regular Session at 11:30 AM.
FD #5 RESPONSE CALL
REIMBURSEMENT
Discussion was held regarding reimbursement to Butler County FD #5 from the State Fish and Game department for response calls made to the El Dorado State Park area.
Commissioner Carpenter abstained from the discussion.
Commissioner Doll stated that Butler County fire districts are autonomous from the County other than appointments of board members and that FD #5 should communicate directly with the State. He stated that he was in favor of such communications. Commissioner Shriver will speak to the fire district and encourage them to speak with the State. The Commission is supportive of FD #5 in setting a reimbursement plan with the State. FD #5 has authority to set this schedule.
