BUTLER COUNTY BOARD OF COMMISSIONERS
Tuesday, March 13, 2001
The
Butler County Board of Commissioners was called to order by Commission
Chairman, Bill Shriver. Present were
Commissioners Randy Doll and Will Carpenter along with County Administrator,
Jay Newton and Will Carpenter and Clerk’s Secretary, Tindel Jennison.
APPROVAL OF MINUTES
Commissioner
Carpenter moved to approve the minutes of Monday, March 5 and Tuesday, March 6,
2001. Commissioner Doll seconded the
motion that carried 3-0.
SEVERE WEATHER AWARENESS WK. PROCLAMATION
Commissioner
Carpenter moved to proclaim March 12 through March 16, 2001 as Severe Weather
Awareness Week. Commission Doll
seconded the motion that carried 3-0.
PROJ. IMPACT COORD. SALARY REIMB.
Commissioner
Shriver moved to approve the request for $6,814.19 to close out the Economic
Development Grant for the Project Impact Director, Debra Lynch. Commissioner Doll seconded the motion that
carried 3-0.
FD #3 – MULVANE MUTUAL AID AGREEMENT
Commissioner
Shriver moved to approve the Butler County Fire District #3 / City of Mulvane
Mutual Aid Agreement (agreement renewal) and authorize the Chair to sign. Commissioner Carpenter seconded the motion
that carried 3-0.
RD & BRIDGE MATTERS
R-O-W Dedication (Richard Glass)
Commissioner
Doll moved to accept the right-of-way dedication from Richard Glass located on
the east side of Tawakoni Road approximately ¼ mile south of NW 60th
Street. Commissioner Carpenter seconded
the motion that carried 3-0.
SW Bell Utility Relocation – SW 70 St.
Commissioner
Carpenter moved to accept the agreement with Southwestern Bell related to
utility relocation for the SW 70th Street project from Santa Fe Lake
Road to Ohio Street Road. Commissioner
Doll seconded the motion that carried 3-0.
One Ton Mechanics Truck Bids
Commissioner
Doll moved to authorize the Public Works Department to seek bids on a HD one
ton chassis/cab utility truck for budgeted replacement of an existing one ton
mechanics truck. Commissioner Carpenter
seconded the motion that carried 3-0.
Commissioner
Shriver requested Darryl Lutz to provide a cost comparison analysis of leasing
versus purchasing heavy equipment.
Engineering Services Agreement for
Paul’s Valley 3rd Add.
Commissioner
Shriver moved to authorize the Road and Bridge Department to go out for
bids. Commissioner Doll seconded the
motion that carried 3-0.
Engineering Position Ranges
Commissioner
Carpenter moved to authorize raising the salary step of the Engineer In Training
(EIT) to step 19. Commissioner Doll seconded the motion that
carried 3-0.
Commissioner
Shriver moved to move the PE Field Engineer from Range 22 to Range 24.
Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner
Doll moved to authorize the reclassification of Engineering Tech I from grade
11 to grade 11 and Engineering Tech II from grade 9 to grade 11. Commissioner Carpenter seconded the motion
that carried 3-0.
R-O-W Acquisitions - Jail Project
Commissioner
Carpenter moved to seek permanent and right-of-way easements around the new
jail site. Commissioner Doll seconded
the motion that carried 3-0.
CENTRAL PLAINS AREA ON AGING
Commissioner Shriver moved to approve and adopt changes as submitted in
the letter from Connie Rausch. Commissioner Doll seconded the motion that
carried 3-0.
Changes
are as follows:

Personal Care – Taking reallocated money to add personal
care to Harvey County $5,400.
Respite Care – Reduction of $1,771 to meet adequate proportion.

Adding $4,784 in reallocated money.
III-F
Reallocated $8,409 due to Via Christi dropping their
Health Screening Program. Selected new
providers for Butler County Health Promotions and Health Screenings per KDOA
policy.
Reallocation of Via Christi funds $8,409.
Wellness Professionals – Health Screenings $4,409
Prairie View – Health Screening $4,000
Reassignment of services performed by Butler County
Department on Aging:

ADS & ABATES APPROVAL
Commissioner
Doll moved to approve Ads totaling $3,222.64 and Abates totaling $2,970.90 per
approval #2039. Commissioner Shriver seconded the motion
that carried 3-0.
Commissioner
Carpenter moved to approve Ads totaling $3,455.94 and Abates totaling $3,871.52
referencing approval #2040.
Commissioner Doll seconded the motion that carried 3-0.
