BUTLER COUNTY BOARD OF COMMISSIONERS

The Butler County Board of Commissioners was called to order by Commission Chair, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Doll moved to approve the minutes of Monday, February 26 and Tuesday, February 27, 2001. Commissioner Carpenter seconded the motion that carried 3-0.
BLDG REMOVAL BIDS (Gordy & Wiebe Tire)
Bids received for removal of the county owned building located at 211 S. Gordy in El Dorado and Wiebe Tire Building were as follows:

Commissioner Doll moved to accept the bid of Banks Construction in the amount of $33,250.00for demolition of the Gordy building and the Wiebe Tire building and the bid amount of Asbestos Removal and Maintenance in the amount of $2,985 for asbestos removal for the building located on South Gordy as well as the Wiebe Tire building on South Main (contingent upon clear title received on the Wiebe Tire building). Commissioner Carpenter seconded the motion that carried 3-0. Bid does not include landfill costs.
Commissioner Doll moved to accept the bid of MCSi (only bid received) in the amount of $2,400 for an Epson SVGA projector and $4,100.32 for an Epson XGA projector for an EMS multi-media projector and refer the bid back to the EMS director for his recommendation to the Board. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Doll moved to approve the Resolution relating to extensions, additions or substitutions in street lighting equipment to be furnished by Kansas Gas and Electric Company for removal of (2) 7,000 Lumen Mercury Vapor street light fixtures and replacement with (2) 5,800 Lumen high pressure Sodium street light fixtures at 230 School road and 526 School Road, El Dorado and authorize the Board to sign. Commissioner Carpenter seconded the motion that carried 3-0.

DEVELOPMENT ORGANIZATIONAL REVIEW
The Board visited with Larry Powell and Steve Waite regarding authority of the Public Building Commission to enter into financial agreements and the possibility of making the Economic Development Director a department head. They requested Mr. Powell to report to the Board monthly (first Tuesday of each month) on Economic Development matters,

Commissioner Shriver moved to recess for five minutes. Commissioner Carpenter seconded the motion that carried 3-0.

Commissioner Shriver reconvened the meeting at 11:00 AM.
APPROVAL OF ADS
& ABATES
Commissioner Carpenter moved to approve Ads totaling $79,939.98 and Abates totaling $9,585.55. Commissioner Doll seconded the motion that carried 3-0.

Commissioner Shriver moved to recess for five minutes. Commissioner Carpenter seconded the motion that carried 3-0.

Commissioner Shriver reconvened the meeting at 10:25 AM.
EMS MULTIMEDIA BID
APPROVAL
Commissioner Carpenter moved to accept the low bid from MCSi in the amount of $2,400 for an Epson SVGA multi-media projector to be funded out of the EMS Capital Equipment budget. Commissioner Doll seconded the motion that carried 3-0.
GLENCOE TWP RD
CLOSING
Commissioner Shriver moved to approve the closing of Glencoe Township Road, legal description as follows:
Beginning at the SE corner of the NE ¼ of Section 28, Township 27, Range 8E of the 6th P.M., Butler County, Kansas; thence on the Section line ½ mile and terminating at the NE corner of said Section 28.
Beginning at the NE corner of Section 28 (also known as the SE corner of Section 21), Township 27, Range 8E of the 6th P.M., Butler County, Kansas; thence West on Section line 2 miles and terminating at the NW corner of Section 29 (a.k.a. the SW corner of Section 20), of said Township and Range.
Commissioner Doll seconded the motion that carried 3-0.
FD #5 – RESPONSE
CALL PAYMENT
The Commission discussed payment to FD #5 for response calls to the El Dorado Lake.
