BUTLER COUNTY BOARD OF COMMISSIONERS

The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver.  Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.

 

ELEVATOR MAINT. BIDS

Bids for Elevator Maintenance were received as follows:

            Thyssen-Dover                       $390.00/month for 5 years

            Kone                                        $255.00/month for 5 years

            River City                              $150.00/month for 3 years

Commissioner Doll moved to accept the elevator maintenance bid from River City Elevator in an amount of $150.00 per month (three-year contract) subject to County Counselor review and approval and authorize the Chair to sign.  Commissioner Carpenter seconded the motion that carried 3-0.

 

REPLACEMENT PERSONAL COMPUTERS

Bids received for replacement personal 11 computers were as follows:

            LaForges            $26,152

            Powwwer.net            $27,827

            Prairie Tech            $31,771

Commissioner Doll moved to accept the low bid for 11 personal computers in the amount of $26,152 from LaForges as budgeted for in the 2001 budget.  Commissioner Carpenter seconded the motion that carried 3-0.

 

RD. & BRIDGE MATTERS

One-ton Truck Bid

Bids for a HD one ton Chassis /cab truck were as follows:

            Sauder-Lygrisse GMC            $24,632.00

            John K. Fisher, Inc.                   $24,332.00

            Friendly Ford, Inc.                  $24,448.00

            Rusty Eck Ford                      $26,592.72

Commissioner Shriver moved to accept the low bid from Friendly Ford, Inc. in the amount of $24,248 for a 2001 HD one-ton F450 Chassis /cab truck for the highway department to be paid out of Capital Equipment line item in Road and Bridge.  Commissioner Carpenter seconded the motion that carried 3-0.

 

DIGITAL ORTHOPHOTOGRAPHY CONSULTING SERVICES

Commissioner Shriver moved to approve the contract with GIS Edge for two days of consulting services to assist in implementation of the digital orthophotography in an amount not to exceed $2,000.  Commissioner Doll seconded the motion that carried 3-0.  Commissioner Doll seconded the motion that carried 3-0.

Bids received for culvert pipe were as follows:

Commissioner Doll moved to accept the bids for pipe culverts and authorize the County Engineer to review and bring back a recommendation at a later date.  Commissioner Carpenter seconded the motion that carried 3-0.

R-O-W Acquisitions – US Hwy 54/Santa Fe Lake Rd. Intersection

Commissioner Carpenter moved to approve the application to KDOT for a Corridor Management Project to acquire R-O-W for the US Highway 54 and Santa Fe Lake Road intersection in the amount of $135,000 and authorize the Chair to sign.  Commissioner Doll seconded the motion that carried 3-0.

Five-year Fed. Aid Prog.

Commissioner Carpenter moved to approve the Five-Year 2002-2006 Federal Aid Plan submission to KDOT with the following priorities in accordance with County Engineer Recommendations:

1.      70th Street

2.      ?? Bridge

3.      SW 70th Street improvement (one-mile) Rose Hill

4.      SW 210th Street improvement (one-mile) Rose Hill

Commissioner Doll seconded the motion that carried 3-0.

Paul’s Valley 3rd Addition Rd. Improv. Eng. Services

Commissioner Doll moved to accept Poe & Associates’ Engineering Services Proposal related to Paul’s Valley 3rd Addition in the amount of $33,500; 100% of the cost to be paid by Paul’s Valley 3rd Addition special benefit district and authorize the Chair to sign.  Commissioner Carpenter seconded the motion that carried 3-0.

R-O-W Dedications

Commissioner Carpenter moved to accept right-of-way dedications for the following tracts of land required as a result of approved re-zoning and lot splits (before lot-split moratorium):

            James A. & Mary J. Stoffle – North side of SW 150th Street in the SE ¼ ,

S14,T 8S,R3E.

Roger Payton – East side of SW Cheyenne Road in the NE ¼ , NW ¼, S13, T29S, R4E.

Daniel Claassen – West side of NW Butler Road, NE ¼ SE ¼, S19, T24S, R3E,

Jeff Varner – South side of NW 10th Street and the west side of Tawakoni Road in the NE ¼, S35, T25S, R3E.

Commissioner Doll seconded the motion that carried 3-0.

Tire Bids

Commissioner Doll moved to table this agenda item until Tuesday, April 10, 2001.  Commissioner Shriver seconded the motion that carried 3-0.

Commissioner Shriver moved to recess for 10 minutes.  Commissioner Doll seconded the motion that carried 3-0.

LANDFILL GROUNDWATER MONITORING WORK

Commissioner Doll moved to approve Amendment #3 to Authorization #8 to the professional services agreement with Burns and McDonnell Engineering Company to provide required routine and assessment groundwater monitoring work for 2001 for the Butler County Landfill (price not to exceed $20,000 in addition to the $185,000 initially authorized for the services) to be paid out of the Sanitary Landfill Operations fund and authorize the Chair to sign.  Commissioner Carpenter seconded the motion that carried  3-0.

 

PRINTER & FILE SERVER BIDS

Bids received for 11 printers and a file server were as follows:

Commissioner Doll moved to accept the bids for computer equipment and authorize the Computer Services Director to review bids and bring a recommendation back to the Board.  Commissioner Shriver seconded the motion that carried 3-0.

 

911 COMMUNICATIONS CENTER PLANNING NEEDS          

Chris Davis gave a presentation regarding the 911 Communications Center Planning needs.

Radio System: Repeater Radios are aging

                         No consistency in equipment procurement

                                     Radio map needed to replace equipment to stop band-aid approach

Space Needs:   Currently in temporary space assigned in 1995

                         Expanded in 2001 to include El Dorado           

                         CAD & Reverse 911 to be installed soon

No Training Space

No Secure Storage Space

Costly to relocate – imperative to plan well

It was the consensus of the Board to authorize the 911 Advisory Board to evaluate previous studies and research potential solutions and bring back a recommendation to the Board.  The Board requested Mr. Davis to verify Butler County jurisdiction over city areas and to bring in a speaker to detail “trunking” of communication lines.
