BUTLER COUNTY BOARD OF COMMISSIONERS
Tuesday, April 24, 2001
The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Bids for a 2001 Road Rescue vehicle were received as follows:

Commissioner Doll moved to accept the bids and
authorize the EMS Director to review and bring back his recommendation to the
Board. Commissioner Carpenter seconded
the motion that carried 3-0.
The Augusta EMS station is out of range for the usual Microwave system used to connect to the Butler County Server. Roadrunner service would allow EMS staff members to contact via a reliable link, the County’s NT server to input the EMS call data in EMS reports.
The Board took no action.
Commissioner Shriver moved to deny rezoning of land located at
5805 SE 40th Street from Agricultural to Rural Residential (Case #RZ-01-07). Commissioner Doll seconded the motion that
carried 3-0.
Commissioner Doll moved to deny rezoning of land located at 5750 NW 50th Street from Agricultural to Rural
Residential (Case #RZ-01-08). Commissioner Shriver seconded the motion
that carried 3-0.
Discussion occurred regarding granting lot splits
out in rural Butler County. The Board
will meet with the Planning Commission to discuss this matter.
Commissioner Shriver moved to approve the final plat for Edgewater Addition. Commissioner Carpenter seconded the motion
that carried 3-0.
Commissioner Doll moved to table action on Case
#CU-01-13 allowing a Conditional Use
to permit establishment of a quarry to mine gravel and limestone located at
SW 30th and Boyer Road. Commissioner Carpenter seconded the motion
that carried 3-0.
ROAD R-O-W
DEDICATION (Kevin Turpin)
Commissioner Shriver moved to accept the road right-of-way dedication from Kevin Turpin and authorize the Chair to sign. Commissioner Carpenter seconded the motion that carried 3-0.
GEOTECHNICAL
SERVICES – US 54 & Santa Fe Lake Rd. Proj.
Commissioner Carpenter moved to approve the Proposal for Geotechnical Services with Terracon for an amount not to exceed $2,600, plus an amount not to exceed $1,500 for traffic control if needed and authorize the Chair to sign. Commissioner Doll seconded the motion that carried 3-0.
Linquist & Craig Hotels & Resorts, Inc. recently entered into a real estate purchase contract to acquire the Beaumont Hotel and nearby acreage containing an airplane landing strip. Mallard Real Estate Company requested Butler County to consider vacating and deeding the portion of county road used as a taxiway to the Beaumont Hotel or grant an easement that would give perpetual access for aircraft.
The Board directed the County Engineer to determine
current road condition and the cost of maintenance of the road. The Board directed the County Engineer to
research the deed on the land regarding airplane usage of the road.
Electronic Monitoring of juveniles is done by an
ankle bracelet transmitting a signal to a centralized computer via the home
telephone where the juvenile is housed.
If tampering with the bracelet or getting further than 150 feet from the
telephone transmitter, an electronic monitoring company is notified.
Sherrie Vaughn-Gregg, JIAS Director visited with the Board regarding a Title II grant application that would fund one full-time Electronic Monitoring Officer (EMO), one part-time EMO, benefits, the rental of the monitoring equipment, telephone service, pager service, supplies and travel expenses. She requested that the Board give preliminary approval funding an EMO II with the understanding the issue will be further addressed during County Budget preparations. The part-time EMO funding would be supplemented by the County to make this a full-time position.
Commissioner Doll moved to give preliminary approval of the Electronic Monitoring Program grant application and give approval of an EMO II position for Calendar year 2002 subject to acceptance of the grant and understanding that the issue will be revisited during budget time. Commissioner Carpenter seconded the motion that carried 3-0.
JJA PREVENTION
AWARD GRANT – Big Brothers/Big Sisters Program
Commissioner Carpenter moved to approve JJA Prevention Award Grant funds to be used to contract with the Big Brothers/Big Sisters program. Commissioner Doll seconded the motion that carried 3-0
INTERVENTION/GRADUATED
SANCTIONS FUNDING REDUCTION
JJA Director, Ann Carpenter informed the Board that State budget cuts for Intervention/Graduated sanctions had been cut $1 million with a reduction to Butler County of $16,798 leaving a balance of $142 for JIAS.
BuCo/Rose Hill
PUBLIC SAFETY FACILITY DESIGN SERVICES AGREEMENT
Commissioner Carpenter moved to enter into an agreement between Butler County and Kraybill Architects for design services related to design of a Butler County/Rose Hill Public Safety Facility. Commissioner Doll seconded the motion that carried 3-0.

Commissioner Doll moved to appoint Shawn Miler to the Fire District #1 Advisory Board to replace Gary Fugit. Commissioner Carpenter seconded the motion that carried 3-0.

Commissioner Shriver moved to go into Executive Session to discuss the acquisition of property and then adjourn. Commissioner Doll seconded the motion that carried 3-0.
