BUTLER COUNTY BOARD OF COMMISSIONERS
Tuesday, February 20, 2001
Commission Chairman, Bill Shriver, called the Butler County Board of Commissioners to order. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Cutsinger moved to approve $249,072.69. Commissioner Doll seconded the motion that carried 3-0.
Commissioner Carpenter moved to approve the minutes of Monday, February 12 and Tuesday, February 13, 2001. Commissioner Doll seconded the motion that carried 3-0.
Dan McCormick, Vice-President/Plant Manager of Frontier Refining Company presented a $30,000 cash gift to Butler County to be used to purchase an Automated Notification System for 9-1-1 Emergency Communications Department (re: 2/13/01 Minutes).
Commissioner Shriver moved to approve the 2000 Annual EMS Report. Commissioner Doll seconded the motion that carried 3-0.
Commissioner Shriver moved to authorize Grant Helferich to solicit ambulance bids with the option included to lock-in one vendor with different options (three or five-year option). Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Doll moved to authorize Grant Helferich to solicit Data/Video Projector bids ($5,000 Capital Equipment funds). Commissioner Carpenter seconded the motion that carried 3-0.
Congressman Todd Tiahrt visited with the Board and cities of Butler County regarding issues and projects important to Butler County. Issues included the $1.6 billion dollar tax cut proposed by President George W. Bush, Butler County Road improvements, and incentives to local communities. Mr. Tiahrt presented information regarding the appropriations process and monies (different from grant monies).
Commissioner Doll moved to approve the Notice to Contractors for the paving and drainage improvements to Central Avenue from Shay Street to the park entrance for USD 385, Andover and establish the date and time for receiving bids as March 20, 2001 at 10:00 AM. Commissioner Carpenter seconded the motion that carried 3-0.
Paul’s Valley Paving Est.
Commissioner Doll moved to authorize the County Engineer to solicit bids for Engineering Estimates for the benefit district improvements of Paul’s Valley, Third Addition streets (If project not successful, there will be no cost to the County). Commissioner Shriver seconded the motion that carried 3-0.
Mr. Lutz presented an KDOT agreement proposal regarding the use of County roads by KDOT on projects that produce 1,100 tons. Project types and reimbursement rates are as follows:
$.02/ton/ mile dirt
$.04/ton/mile asphalt
$.06/ton/mile hot-mix materials
The Board will review and take action next week.
It was the consensus of the Board to authorize Ray Affleck to solicit bids for the remodel work in the Road and Bridge offices.
Commissioner Shriver moved to adopt Resolution 01-08 regarding a Butler County Codes Court similar to Lynn County Resolution 01-01 and notify state representatives and senators of such. Commissioner Carpenter seconded the motion that carried 3-0.
ADJOURNMENT
Commissioner Doll moved to recess until 12:00 PM and then reconvene at Kathy’s Kitchen for the County Department luncheon meeting and then adjourn. Commissioner seconded the motion that carried 3-0.
