BUTLER COUNTY BOARD OF COMMISSIONERS
Tuesday, February 13, 2001
The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Carpenter moved to approve the minutes of Monday, February 5 and Tuesday, February 6, 2001. Commissioner Doll seconded the motion that carried 3-0.
Leland Borgelt, Frontier Safety Manager and 911 Director, Chris Davis visited with the Board regarding “Reverse 911” an automated notification system that automatically calls 12 numbers simultaneously from 911 dispatch (such as in the case of a fire in rural Butler County, 12 volunteer fire fighters could be dispatched in a much more timely fashion). Already in use in 100 areas nation-wide such as Tampa, Florida and Fort Worth, Texas, the only major negative factor has been non-useage. Costing $25,000 to $40,000, the system would be a stand-alone system but housed in the 911 department. The system is GIS compatible.
Frontier Refining will present a $30,000 cash gift to Butler County (tentatively scheduled for next week.
Ray Affleck visited further with the Board regarding the purchase of a small maintenance tractor (see Feb. 6, 2001 minutes). The Board did not see adequate justification to purchase at this time and instructed Mr. Affleck to do further documentation on all usage including rental of tractors.
Commissioner Shriver moved to accept the final plat of Vestring Addition. Commissioner Carpenter seconded the motion that carried 3-0.

CENTER CHG ORDER
Commissioner Shriver moved to approve Change Order No. 2 decreasing the amount of the contract by $791.00 to National Contractors on the Butler County/Augusta Public Safety Facility. Commissioner Doll seconded the motion that carried 3-0.

MATTERS
Annual Township
Reports
Ron Roberts visited with the Board regarding reception of Annual Township Reports. Kansas State Statute 80-302 states that townships shall file their annual report with the county clerk for the approval of the board of county commissioners on or before January 31 of the succeeding year. The report is submitted to the State for their review. Not all of the reports have been received and telephone and letter contacts have reminded townships of the responsibility.
The County Attorney will send a letter to the townships regarding legal enforcement of the statute. Discussed was possible action to be taken to enforce the statute. The matter will be addressed at the Road and Bridge annual meeting with the townships on February 22, 2001.
Mr. Roberts also visited with the Board regarding the need to receive oaths of office and bonds from the townships.
