BUTLER COUNTY BOARD OF COMMISSIONERS

Tuesday, January 30, 2001

 

The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver.  Present were Commissioner Will Carpenter, County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.  Commissioner Randy Doll was absent due to illness.

 

APPROVAL OF MINUTES

Commissioner Carpenter moved to approve the minutes of Monday, January 22 and Tuesday, January 23, 2000 as written.  Commissioner Shriver seconded the motion that carried 2-0.

 

WETLANDS DETERMINATION – New Jail Site

Commissioner Shriver moved to approve the bid from Geotechnical Services Inc. in the amount of $2,800 for a Jurisdictional Wetlands Determination Study for the new County Jail site.  Commissioner Carpenter seconded the motion that carried 2-0.

 

EMS WRITE-OFF REPORT

Nancy Ratzlaff, EMS Administrative Assistant spoke to the Board regarding state-mandated write-off of ambulance fees. (State requires fee amounts over allowed charges to be written off).

Commissioner Carpenter moved to authorize the EMS department to automatically write-off state-mandated category (examples of such VA, Medicare, Workman’s Compensation).  Commissioner Shriver seconded the motion that carried 2-0.

Commissioner Shriver moved to authorize EMS write-offs in the amount of $75,072.75.  Commissioner Carpenter seconded the motion that carried 2-0.

 

PAUL’S VALLEY 3RD ADDITION ROAD PAVING

Darryl Lutz, County Engineer reviewed the policies for paving subdivision roads and the paving of Paul’s Valley 3rd Addition roads, the first subdivision to pursue paved roads.  Paul’s Valley has 39 of 41 lots developed (75% required) and will be meeting with Pleasant Township Monday, February 5 regarding the paving. 

 

BU CO LANDFILL OPERATIONS REVIEW

Darryl Lutz and Diane Rollins reviewed the operations of the Butler County landfill.  2001 operations budget is $1.2 million and includes eight full-time, six part-time and 2 seasonal employees.  Landfill revenue comes from property tax and user fees.  The landfill is a 160-acre site and is using the second of nine potential cells.  Projected life of the landfill is 40+ years.  The 5-year update on the Comprehensive Solid Waste Plan is currently in process.  In 2000 there were 44,703 tons dropped at the landfill.  Tentatively the beginning date for the Grass Clipping Ban is January 1, 2002.  A specific site at the county landfill will probably be dedicated for the clippings.

Commissioner Shriver moved to authorize Riley Walters to review bids and bring back his recommendation to the Board.  Commissioner Carpenter seconded the motion that carried 2-0.

 

RATHBURN ENT. CMB LICENSE APPROVAL

Commissioner Carpenter moved to approve Cereal Malt Beverage license (not for consumption on the premises for Rathburn Enterprises, 13267 SW Butler Rd.  Commissioner Shriver seconded the motion that carried 2-0.

 

PATROL CAR PURCHASE

Commissioner Carpenter moved to authorize the Butler County Sheriff department to purchase four Missouri State Highway Patrol cars in an amount not to exceed $58,000.  Commissioner Shriver seconded the motion that carried 2-0.

 

APPROVAL OF ABATES

Commissioner Carpenter moved to approve Abates totaling $324.57.  Commissioner Shriver seconded the motion that carried 2-0.

 

EXECUTIVE SESSION & ADJOURNMENT

Commissioner Shriver moved to go into Executive Session for one hour (12:00 PM) to discuss Personnel Matters and to protect the privacy of the individual and then adjourn.  Commissioner Shriver seconded the motion that carried 2-0.
