BUTLER COUNTY BOARD OF COMMISSIONERS
Tuesday, January 23, 2001
The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Doll moved to approve the minutes of Monday, January 15 and Tuesday, January 16, 2001 as amended. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Carpenter moved to approve Resolution 01-03 (Case #RZ-00-30) rezoning land located at 1846 E. Highway 54, El Dorado from Agricultural to Commercial and authorizing a Conditional Use to construct an RV Park and outside storage area for RV’s and boats. Commissioner Doll seconded the motion that carried
3-0.
Clayton Drive
(portion of) Vacation
Commissioner Shriver moved to approve the vacation of a portion of Clayton Drive in Crescent Heights 1st Addition (Lots 2, 3, 4, 5, Block 5 and Lots 16, 17, 18, 19, 20, 21, Block 4), Andover, Kansas. Commissioner Doll seconded the motion that carried 3-0.

Juvenile
Accountability Block Grant
It was the consensus of the Board to approve Juvenile Accountability Block Grant ($28,846) purpose area change for additional Court Services time (evenings; overtime not authorized by the State) for better accessibility for youth and families.
CASA Funding
Commissioner Shriver moved to approve spending remaining prevention dollars ($19,161) on the Court Appointed Special Advocates (CASA) program for District 13 (speaks on behalf of child independent of either parent, court or SRS). Commissioner Doll seconded the motion that carried 3-0
Joint Corrections
Advisory Board Appointments
Commissioner Doll moved to appoint Gina Thompson, Big Brothers Big Sister Director, to replace Dana Vietti and serve an additional one-year term to the JCAB Board. Commissioner Shriver seconded the motion that carried 3-0.
Commissioner Doll moved to appoint Commissioner Shriver to serve a two-year term to the JCAB Board. Commissioner Shriver seconded the motion that carried 3-0.

Solid Waste Questionnaire
Commissioner Shriver moved to approve the Solid Waste Questionnaire with the removal of question 9. Commissioner Carpenter seconded the motion that carried 3-0.
SW 70th
Extension Project (legals)
Commissioner Doll moved to authorize the County Engineer to seek proposals for SW 70th Street for purpose of writing legal descriptions. Commissioner Carpenter seconded the motion that carried 3-0.

Commissioner Doll moved to table this agenda item. Commissioner Shriver seconded the motion that carried 3-0.
EXECUTIVE SESSION
Commissioner Doll moved to go into Executive Session until 10:55 to discuss legal matters. Commissioner Shriver seconded the motion that carried 3-0.
REGULAR SESSION
Commissioner Shriver brought the meeting back into Regular Session at 10:55 AM.
BU CO JAIL PLANS
& SPEC REVIEW
Dan Rowe of Treanor Architects reviewed the plans and specifications of construction of the Butler County Judicial and Jail Facilities with the Board.
Commissioner Doll moved to authorize the Construction Manager to seek proposals for Material Testing Services and bring back recommendations to the Board. Commissioner Carpenter seconded the motion that carried 3-0.
EXECUTIVE SESSION
Commissioner Carpenter moved to go into Executive Session for 20 minutes to discuss personnel issues. Commissioner Doll seconded the motion that carried 3-0.
REGULAR SESSION
Commissioner Shriver brought the meeting back into Regular Session at 12:00 PM.
Commissioner Carpenter moved to approve Ads totaling $1,439.60 and Abates totaling $184.49. Commissioner Doll seconded the motion that carried 3-0.
ADJOURNMENT
Commissioner Doll moved to adjourn. Commissioner Shriver seconded the motion that carried 3-0.
