BUTLER COUNTY BOARD OF COMMISSIONERS
Tuesday, January 16, 2001
The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Doll moved to approve the minutes of Monday, January 8 and Tuesday, January 9, 2001 as amended. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Doll moved to table this agenda item until a later date. Commissioner Carpenter seconded the motion that carried 3-0.
The Board visited with the County Clerk, County Treasurer, County Appraisal and Mapping and County Planning and Zoning regarding publishing legal publications in the Andover Journal as well as the Augusta Gazette (official County newspaper).
County Clerk Ron Roberts stated that if legals were published in the Andover Journal as well as the Augusta Gazette costs would go up approximately $30,000. Mr. Carter Zerbe, manager of the Gazette and El Dorado Times is currently publishing the legals in both of these papers for the price of one. Mr. Roberts stated that if the Andover paper is paid to publish legals then Mr. Carter will charge for publication costs in both papers.
Commissioner Shriver moved to designate the Augusta Gazette as the official Butler County newspaper, with legal publications in both the El Dorado Times and the Augusta Gazette for the price of just the Augusta Gazette, and publications in the Andover Journal on an as needed basis (same arrangement as in the year 2000).
Commissioner Doll seconded the motion stating for the record that he did not want to break the 2001 budget but would like to consider Andover as the Official County newspaper in 2002. Motion carried 3-0.
ROAD RIGHT-OF-WAY DEDICATION – HIZEY PROP.
Commissioner Doll moved to table this agenda item as related to the Hizey property. Commissioner Shriver seconded the motion that carried 3-0.
The Board visited with the County Engineer regarding the upcoming meeting (not yet scheduled) with the townships. Topics of discussion will include road maintenance training and culverts.
13TH STREET WIDENING PROJECT
The City of Andover visited with the Board regarding the widening of 13th Street from the Butler County line (Andover Road) to Sedgwick County. Discussion was a review for the purpose of providing information to the two newly elected County Commissioners.
Commissioner Doll moved to set the date for receiving herbicide bids for the Noxious Weed Department January 30, 2001 at 10:00 AM. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Carpenter moved to accept the bid from RCS Communications, Independence, Missouri in an amount not to exceed $10,800 for four units to be paid out of Computer Services, EMS, Health Department. Commissioner Doll seconded the motion that carried 3-0.
EXECUTIVE SESSION
Commissioner Doll moved to go into Executive Session until 11:30 to discuss the acquisition of property. Commissioner Shriver seconded the motion that carried 3-0.
REGULAR SESSION
Commissioner Shriver brought the meeting back into Regular Session at 11:30 AM.
ADS & ABATES
Commissioner Carpenter moved to approve Ads totaling $3,275.18 and Abates totaling $637.96. Commission Doll seconded the motion that carried 3-0.
ADJOURNMENT
Commissioner Shriver moved to adjourn. Commissioner Carpenter seconded the motion that carried 3-0.
