The Butler County Board of Commissioners was called to order by Commission Chair, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
SHERIFF VEHICLE
BIDS
Commissioner Doll moved to accept the low bids from Rusty Eck Ford for seven Patrol cars in an amount of $117,993 and a Jail Transport Van in the amount of $14,532 as budgeted in the 2001 budget, Capital Outlay fund. Commissioner Carpenter seconded the motion that carried 3-0.
COUNTY APPRAISER
VEHICLE BIDS
Commissioner Doll moved to accept the bid from Friendly Ford for two 2001 Focus cars in the amount of $23,519 as budgeted in the 2001 budget. Commissioner Carpenter seconded the motion that carried 3-0.
MEDTRONIC PHYSIO
CONTROL SERVICE CONTRACTS
Commissioner Doll moved to approve a technical service support agreement (Contract 1) with Medtronic Physio-Control for the purpose of maintenance for a defibrillator and a monitor in the amount of $181.48 per term (Contract 1) and a technical service support 5 –year agreement (Contract 3) for $30,420 to cover maintenance for seven cardiac monitors and a defibrillator and authorize the Chair to sign. Commissioner Carpenter seconded the motion that carried 3-0.
FIRST ALERT NOAA
WEATHER RADIOS PRESENTATION
The Emergency Management Department and the National Weather Service presented NOAA weather radios (battery-powered, automatic severe weather warnings) to each county facility that has public access (Road and Bridge, Weed Department, County Attorney, Health Department, Community Center & 4-H Building, Court House, Flint Hills Services, Bethlehem House).
CMB LICENSE –
AUGUSTA COUNTRY CLUB
Commissioner Doll moved to approve a Cereal Malt Beverage License for the Augusta Country Club, Inc. and authorize the Chair to sign. Commissioner Carpenter seconded the motion that carried 3-0. The County Commission was advised that the license application from Rathburn Enterprises tabled by the Commission 01-08-01) had been reviewed by the County Counselor and cannot be approved because the applicant had a DUI arrest during the last two years.

Commissioner Shriver moved to recess for 15 minutes. Commissioner Doll seconded the motion that carried 3-0.

Commissioner Shriver reconvened the meeting at 10:00 AM.

EXECUTIVE SESSION
Commissioner Doll moved to go into Executive Session for ten minutes to discuss Personnel Matters and to protect the privacy of the individual. Commissioner Shriver seconded the motion that carried 3-0.
REGULAR SESSION
Commissioner Shriver brought the meeting back into Regular
Session at 10:45 AM.
CREDIT CARD ACCT –
SHERIFF INVESTIGATION DEPT.
Commissioner Doll moved to authorize the acquisition of a credit card account for the Sheriff’s Department for investigators to travel out of touch and authorize the Board to sign. Commissioner Carpenter seconded the motion that carried 3-0.
EXECUTIVE SESSION
Commissioner Doll moved to go into Executive Session for 30 minutes to discuss legal matters. Commissioner Carpenter seconded the motion that carried 3-0.
REGULAR SESSION
Commissioner Shriver brought the meeting back into Regular Session at 11:45 AM.
IRS THIRD-PARTY
CONTACT FORM
Commissioner Doll moved to authorize a third-party contact form for the IRS to contact Brian Meck with Frontier Corporation of El Dorado and Michael Carlouchie with Equilon Enterprises and Charles Henck with Ballard, Spar, Andrews and Ingersol and authorize the Chair to sign. Commissioner Carpenter seconded the motion that carried
3-0.
TELEVISED CO
COMMISSION MEETINGS
The Board discussed televising meetings to better inform the public and allow for more public feedback. Meetings could be live or recorded. The County Administrator will check on details of a camera and availability of air time.
COUNTY TREASURER
SALARY INCREASE (COLA)
Commissioner Doll moved to approve a 3% Cost of Living increase for the year 2001 effective January 1, 2001 for the current County Treasurer. When the newly elected (November 2000) County Treasurer takes office the salary will revert back to $43,200 (2000 salary). Commissioner Carpenter seconded the motion that carried 3-0. The COLA is reflected in Resolution 01-02.
