BUTLER COUNTY BOARD OF COMMISSIONERS

The Butler County Board of Commissioners was called to order by Commission Chairman, Randy Doll. Present were Commissioners Neal Parrish and Linsey Cutsinger along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Doll moved to approve the minutes of Monday, January 2, 2001 as amended. Commissioner Cutsinger seconded the motion that carried 3-0.
Commissioner Doll moved to approve County Vouchers totaling $280,420.52. Commissioner Parrish seconded the motion that carried 3-0.
Commissioner Cutsinger moved to reaffirm the appointment of Betty Corbin to the Economic Development Board (4-year term). (The appointment was made on December 18, 2000 but was inadvertently left out of the minutes). Commissioner Parrish seconded the motion that carried 3-0.
Commissioner Parrish moved to adjourn the 2000 Butler County Board of Commissioners sine die. Commissioner Cutsinger seconded the motion that carried 3-0.

Commissioner Doll moved to designate the Augusta Gazette as the official newspaper for Butler County with all legal publications to be published in the Augusta Gazette, the El Dorado Times at no charge for the El Dorado Times and the Andover Journal newspapers. Commissioner Shriver seconded the motion that carried 3-0.

SHERIFF DEPT TRUST
FUND
Commissioner Carpenter moved to start the implementation of the Butler County Sheriff’s Department Trust Fund and to authorize the Chair to sign (for the purpose of receiving and dispersing grant funds). Commissioner Doll seconded the motion that carried 3-0.
CMB LICENSE
APPROVALS
Commissioner Doll moved to table action on Cereal Malt Beverage License application by Rathburn Enterprises dba All Stop and refer to the County Counselor (DUI , June 1999). Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Carpenter moved to approve Cereal Malt Beverage application for Cassoday Fuel and authorize the Chair to sign. Commissioner Shriver seconded the motion that carried 3-0.
Commissioner Carpenter moved to approve the Cereal Malt Beverage License application for Triple S Ranch Supply. Commissioner Doll seconded the motion that carried 3-0.

Commissioner Doll moved to appoint Larry Gustin, Robert Foxworthy and Richard Boswell to the Fire District #3 Fire Boards, each a two-year term effective January 1, 2001. Commissioner Carpenter seconded the motion that carried 3-0.

AMBULANCE SERVICE RATES
Commissioner Doll moved to approve Resolution 01-01 replacing Resolution 98-04 authorizing changes in EMS Ambulance Service Rates to reflect changes in Medicare reimbursements. Commissioner Carpenter seconded the motion that carried 3-0.

CONTROL SERVICE CONTRACTS (Defibrillators and Heart Monitoring equipment)
Commissioner Shriver moved to table this agenda item. Commissioner Doll seconded the motion that carried 3-0.
TRAFFIC STUDY COST
SHARE – US HWY 54 & 1549TH INTERSECTION
Commissioner Carpenter moved to approve the request from the City of Andover to share 1/3 of the cost of a traffic study for the intersection of US-54 and 159th at an estimated cost of $1,167.00 (City of Andover has the contract). Commissioner Doll seconded the motion that carried 3-0.
KDOT has done a traffic study of this intersection. This is a joint effort by Sedgwick County, Butler County and the City of Andover to do a more detailed study over 24-hour time frames and not just peak times.

WOOD WASTE GRINDER
PAYMENT APPLICATION
Commissioner Doll moved to approve the application for payment of grant funds from KDHE related to the purchase of a wood waste grinder and authorize the Chair to sign. Commissioner Carpenter seconded the motion that carried 3-0.
KS ASSOC. OF
COUNTIES LEADERSHIP ACADEMY
Commissioner Doll moved to approve the attendance of all three Butler County Commissioners to the Kansas Association of Counties Leadership Academy for County Commissioners on February 15 and February 16, 2001 at the Wichita Airport Hilton. Commissioner Carpenter seconded the motion that carried 3-0.
RES. 00-02 – BU CO
CLERK SALARY
Commissioner Carpenter moved to approve Resolution 00-02, rescinding Resolution 00-86, establishing salaries for elected officials. Commissioner Doll seconded the motion that carried 3-0.
COUNTY COMMISSIONER
SALARY REDUCTION
Commissioners Shriver and Carpenter stated for the record that they would take a 10% reduction in salary for the year 2001.
The Board visited with County Clerk, Ron Roberts regarding the reduction of salary for the County Clerk and the County Commissioners.
