BUTLER COUNTY BOARD OF COMMISSIONERS

The Butler County Board of Commissioners was called to order by Commission Chairman, Bill Shriver. Present were Commissioners Randy Doll and Will Carpenter along with County Administrator, Jay Newton and Clerk’s Secretary, Tindel Jennison.
Commissioner Doll moved to approve Ads totaling $3,042.06 and Abates totaling $429.18 per approval #2049. Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Doll moved to approve County Vouchers totaling $303,969.88 dated April 30, 2001. Commissioner Carpenter seconded the motion that carried 3-0.
Larry Powell updated the Board on Economic Development matters including the BNSF rail line (Andover to Augusta). The Board requested Mr. Powell to present written details such as a Proforma, Due Diligence, and a spreadsheet of a list of all required action items with completion dates leading to a commission decision. Ownership options was also requested.
The Court Appointed Special Advocate program is a program that was initiated April 16, 2001 to recruit, interview and train volunteers to work with the attorneys, court, foster family, blood family and the child to determine and obtain the best care for youths in the court system.
Before applying for grant funding, the local
government must be contacted. If they
choose not to fund, then Title II funds are available.
Commissioner Carpenter moved to deny the funding for
Tri-County CASA, Inc. in the amount of $19,000. Commissioner Doll seconded the motion that carried 3-0.
Ron Roberts, County Clerk informed the Board that 23 of the 29 Butler County townships had turned in proof of treasurer’s bonds. KSA 80-203 states that the township treasurer will be bonded (amount set by the County Commission Board).
Commissioner Shriver moved to set the township
treasurer bond at a $10,000 minimum and to withhold quarterly apportionment
funds until township treasurer bond and oath has been received by the County
Clerk and to authorize the County Treasurer to send a letter to the townships
regarding bonding (copying the County Commissioners). Commissioner Carpenter seconded the motion that carried 3-0.
Commissioner Doll moved to approve the minutes of Monday, April 23 and Tuesday, April 24, 2001 as amended. Commissioner Shriver seconded the motion that carried 3-0.
