COUNTY BOARD OF COMMISSIONERS
Monday,
July 2, 2001
Commission
Chairman, Bill Shriver, called the Butler County Board of Commissioners to
order. Present were Commissioners Randy
Doll and Will Carpenter, County Administrator, Jay Newton and Commission
Secretary, Marcy Zwall.
APPROVAL OF MINUTES
Commissioner Doll moved to
approve the Butler County Commissioner Meeting minutes of Monday, June 25,
2001, and Tuesday, June 26, 2001.
Commissioner Carpenter seconded the motion. Motion carried 3-0.
APPROVAL OF VOUCHERS
Commissioner Carpenter moved to
approve vouchers totaling $144,128.06, dated June 29, 2001. Commissioner Doll seconded the motion. Motion carried 3-0.
ADDS & ABATES
Commissioner Carpenter moved to
accept the Abates of -$13,699.42, with the approval number of 2060, dated July
2, 2001. Commissioner Doll seconded the
motion. Motion carried 3-0.
<Due
to the City Commission Meeting scheduled for tonight (July 2, 2001),
Administrator Newton requested this item to be added to today’s Board of County
Commissioners’ agenda, & removed from tomorrow’s>.
Darryl
Lutz, County Engineer, presented a proposed agreement between Butler County and
the City of El Dorado for use and financial support of the El Dorado Recycling
Processing Center. Said agreement
stipulates funding to be provided in the amount of $15,000 for 2001, & an
amount to be recalculated for each subsequent year, based upon the percent of
volume of material delivered from outside the El Dorado City limits. The term of the agreement is indefinite with
a provision for a 180-day notice to terminate.
Commissioner Shriver protested a minimum percentage without having a maximum. Commissioner Carpenter noted that he did not
object, since he felt the percentage would never go down. Commissioner Doll agreed that there should
be parameters in the agreement. After
discussion, the Board decided to omit the minimum percentage from the contract.
Commissioner
Carpenter moved to accept the Recycling agreement with the City of El Dorado,
as amended.
Commissioner Shriver seconded the
motion. Motion carried 3-0.
CRUELTY
TO ANIMALS ISSUE
Tonie
Deason (12298 SW 110th St, Augusta, KS 67010) approached the Board regarding a “Cruelty to animals”
issue in the County. She informed the
Commissioners that she has reported numerous situations regarding abused
livestock as well as wild dogs roaming the county. Ms. Deason said she was told that the County’s “hands were
tied”. Administrator Newton stated
that, if it was his staff that told her that, he was “disgusted”. He informed Ms. Deason that during his
office term, a resolution had been approved regarding “Cruelty to Animals” in
the County. He also noted that the
County had an “expert” that dealt with these situations, Dean Roedel. The Board suggested Ms. Deason talk to Mr.
Roedel about the best way to handle this, and any future situations. Further, they offered that, if she was not
satisfied, to return to the Commissioners for further discussion.
Sheriff
Stan Cox and Under-sheriff Mike Garnett presented and reviewed the proposed
2002 Sheriff’s Department and Jail Budgets.
Sheriff
Cox presented “2002 Appreciation Requests” separately from proposed budget, as
requested by the Board. Commissioner
Carpenter asked Sheriff Cox to rank his requests in order of absolute
importance. The sheriff noted that
items #1, #2 & #3 were of most importance.
Commissioner
Shriver inquired what he would settle for.
Sheriff Cox indicated that his next priority would be one detective, one
road patrol, a nurse & one full-time clerk.
County
Engineer, Darryl Lutz, reviewed his department’s proposed 2002 budgets. Included in review were Road & Bridge and
Special Highway Improvement Fund;
Sanitary
Landfill; Bridge Building; Road
Machinery Reserve Fund, and Landfill Capital Projects/Debt Service budgets.
Clark
Allemang, County Appraiser, reviewed the proposed 2002 Appraisal Department
Budget.
COUNTY CLERK & ELECTION
BUDGET REVIEW
Ron
Roberts, County Clerk, reviewed the proposed 2002 budgets for the County
Clerk’s office, as well as the Election Department.
COMPUTER SERVICES BUDGET
REVIEW
Scott
Stoskopf reviewed Computer Services’ 2002 budget proposal.
GIS/MAPPING BUDGET REVIEW
Pam
Dunham reviewed Butler County GIS/Mapping Department’s proposed 2002 budget.
Jim
Schmidt, Emergency Management Director, reviewed the 2002 Budget Proposal for
his department.
Commissioner Doll moved, having no further business before the Board, to adjourn. Commissioner Carpenter seconded the motion. Motion carried 3-0.
