BUTLER COUNTY BOARD OF COMMISSIONERS
Monday, August 6, 2001
Commission Chairman, Bill Shriver, called the Butler County Board of Commissioners to order.
Present was Commissioners Randy Doll & Will Carpenter; County Administrator, Jay Newton;
and Deputy Clerk, Barbara Day, acting secretary.
Commissioner Carpenter moved to approve the Butler County Commission Meeting minutes of Monday,
July 30, 2001, and Tuesday, July 31, 2001, and the Public Building Commission Meeting Minutes from Tuesday July 31, 2001. Commissioner Doll seconded the motion. Motion carried 3-0.
Commissioner Doll moved to approve vouchers totaling $177,617.59, dated August 3, 2001.
Commissioner Shriver seconded the motion. Motion carried 3-0.
ADDS & ABATES
Commissioner Carpenter moved to approve Adds in the amount of +$964.12 and Abates in the amount of -$11,197.58. Commissioner Doll seconded the motion. Motion carried 3-0.
Administrator Jay Newton presented the financial revenue and expenditures for the seven months of
the fiscal year ending July 31, 2001. Discussed and reviewed by Commissioners, no further action.
County Engineer, Darrel Lutz, was present to discuss Resolution 99-41 with the County Commission.
This Resolution shall be known as the “Butler County Road Impact Fee Resolution”.
Purpose. An impact fee is imposed on new development for the purpose of assuring that road improvements are available to provide adequate capacity to support new development while
maintaining levels of service on roads deemed adequate by the County. The impact fee shall
be imposed on new development in Butler County and all the fees collected shall be utilized
solely and exclusively for improvements to township roads which are found by the County
to be impacted by the new development.
Engineer Lutz, advised he has had two requests for work this year. Lutz advised, Resolution 99-41,
states that the township will be reimbursed after the project has been completed.
Commissioner Carpenter moved to except Annual Report of Resolution 99-41. Commissioner
Doll seconded the motion. Motion carried 3-0.
Larry Powell, BCED, discussed a request from Rich Batie, Project Engineer for BNSF Rail, too
meet with the people at the Butler County Courthouse on August 8, 2001, at about 10:45 to 11:00am.
This meeting would be to discuss the transfer of the Rail Property to the Butler County Port of
Authority/Butler County. Mr. Batie will have several documents with him, including, Environmental
Report, Maps, and Rail Contract for transfer.
Butler County Commission agreed to meet on August 8, 2001, from 11:00 to 12:30p.m. County
Administrator , Jay Newton, will be in charge of the agenda for the meeting and having lunch
provided. County’s Attorney, Norman Manley, will also be contacted to attend.
Commissioner Doll moved to recess into executive session from 11:05 until 11:30a.m., to discuss a non-elected personnel issue; and upon completion thereof. Commissioner Carpenter seconded the motion. Motion carried 3-0.
