CALL TO ORDER
Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.
Commissioner Doll motioned to approve the minutes of the Butler County Commission Meetings of Tuesday, September 12, 2006 to correct a statement and Wednesday, September 13, 2006 as written. Commissioner Waldorf seconded the motion. Motion carried 4-0. Commissioner Carpenter abstained since he was not present at those meetings.
ITEM #1 – RECEIVE LOU CLENNAN TO PRESENT A REPORT ON TOUR BUTLER
Lou Clennan, Tour Butler, came before the Board to present a report on the tour that took place on September 7 and 8, 2006. Senator Peggy Palmer requested this tour for the legislators to see the needs of the small communities. Ms. Clennan thanked the commissioners who attended the kick-off breakfast and presented gift boxes containing popcorn to Commissioners Waldorf, Wheeler, and Woydziak. Jean Plummer, Tour Butler, said she promoted El Dorado and Butler County at the Kansas State Fair and gave out the Kansas Getaway Guide, which contains an 800 number for Tour Butler. On behalf of Tour Butler, Ms. Plummer asked for funds from the Wind Farm money to cover a half page ad in the Kansas Getaway Guide for 2009-2010 in the amount of $8,000 for two years. She said the cost for printing their own directory would be $5,000. Commissioner Woydziak thanked them for the efforts and said the Board would look at the request for funds at budget time.
Commissioner Waldorf motioned to approve the
Professional Services Agreement with Engineering Solutions and Design, Overland
Park, Kansas for recycling planning assistance and for the preparation of a
comprehensive recycling plan for Butler County for a not to exceed fee of
$44,275 and authorize the Chair to sign.
Commissioner Doll seconded the motion.
Motion carried 5-0.
ITEM
#3 – CONSIDER APPROVING THE PURCHASES FOR 2006 BASED UPON TIRE BIDS RECENTLY
OPENED BY THE BOARD OF COUNTY COMMISSIONERS
Darryl Lutz, P.E., Director of Public Works, came before the Board for
approval of purchases of tires for Butler County departments based upon bids
received August 28, 2006. Three Butler
County tire vendors submitted bids for tires and the Public Works department
recommends purchases from each vendor.
Commissioner Waldorf motioned to approve tire purchases based upon best bids and specification compliance from each vendor as follows: Norris Service - $17,096.27; Augusta Tire - $5,562.26; Becker Tire - $21,521.92. Commissioner Doll seconded the motion. Motion carried 5-0.
APPROVAL OF VOUCHERS
Commissioner Carpenter motioned
to approve the vouchers dated September 18, 2006 in the amount of
$242,352.68. Commissioner Wheeler
seconded the motion. Motion carried
5-0.
APPROVAL OF ADDS AND ABATES
Commissioner Wheeler motioned
to approve Adds & Abates #2276 dated September 18, 2006. Adds in the amount of $0.00 and Abates in
the amount of $526.54. Commissioner
Carpenter seconded the motion. Motion
carried 5-0.
OTHER ITEMS OF
BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS
Commissioner Wheeler
said there is a barbeque at the Spiritual Life Center on Monday, October 9,
2006 from 5:00-6:00 p.m. with a tour from 6:00 –7:30 p.m.
Commissioner Wheeler
said he had an invitation to attend a reception for the Kansas Juvenile Justice
Authority on Monday, September 25, 2006 and would not be able to attend. Commissioner Carpenter said he would be
attending.
Commissioner
Wheeler motioned to appoint Denzil Stephens to the Council on Aging to replace
Jim Bean. Commissioner Woydziak
seconded the motion. Motion carried
5-0.
Administrator Johnson
said that Carol Borger, Butler County Health Department, would be receiving the
Kansas Public Health Association President’s Award for outstanding service to
the State of Kansas. This award will be
presented at the Kansas Public Health Conference in Topeka, Kansas on Thursday,
September 28, 2006.
Commissioner Doll left
the meeting at 10:03 a.m.

Commissioner Woydziak motioned
to adjourn the meeting of the Board at 10:08 a.m. Commissioner Wheeler seconded the motion. Motion carried 4-0.
