BUTLER COUNTY BOARD OF COMMISSIONERS

Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Assistant Administrator/Finance Director Mark Detter and Clerk Recorder Tammy Bridges.  Administrator Will Johnson, Jr. was absent.

 

ITEM #3 – CONSIDER APPROVAL OF THE FY06 REVISION PRESENTED BY THE CENTRAL PLAINS AREA AGENCY ON AGING (CPAAA)

Annette Graham, Director of CPAAA, came before the Board to present the 2006 Area Plan Revision.  The revisions require that the County Commissioners of Butler, Harvey, and Sedgwick Counties give their sanction to the revision. 

 

Commissioner Waldorf motioned to approve the revisions to Central Plains Area Agency on Aging’s Area Plan and authorize the Chair of the Sedgwick County Board of Commissioners to sign.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.

 

ITEM #2 – CONSIDER APPROVAL OF THE CHANGE OF THE “SUGGESTED DONATION” METHOD OF TRANSPORTATION FEES TO A “REQUIRED RATE” FARE METHOD FOR THE DEPARTMENT ON AGING TRANSPORTATION PROGRAM

Connie Rausch, Department on Aging, came before the Board for approval of changing the “suggested donation” method of transportation fees to a “required rate” fare method for the Department on Aging Transportation Program.  Sarah Erwin, Department on Aging, said United Way money would be available for people who cannot pay and would be determined on a case-by-case basis.

 

Commissioner Carpenter motioned to accept a change of wording for the fare system for Butler County Transportation, from “suggested donations” to “required rates” of $.50 per person, per stop on in-town routes; $1.00 per person each way between towns.  The Wichita route fee will be $4.00 each way.  This “required rate” method will start on Monday, June 12, 2006.  Commissioner Wheeler seconded the motion.  Motion carried 5-0.

 

ITEM #1 – CONSIDER APPROVAL OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF WICHITA AND BUTLER COUNTY REGARDING FUNDING FROM WICHITA TRANSIT AUTHORITY (WTA) FOR THE FISCAL YEAR 2006

Connie Rausch, Department on Aging, came before the Board for approval of the Interlocal Agreement for Federal Transit Administration (FTA) pass through funds, under Section 5307.  The Wichita Transit Authority is not able to provide service to the City of Andover and has been subcontracting with Butler County Transit Service to provide this service.  This agreement has been approved as to form by Norm Manley, County Counsel.

 

Commissioner Waldorf motioned to authorize the Chair to sign the Interlocal Agreement between the city of Wichita and Butler County for the fiscal year 2006.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

ITEM # 4 – CONSIDER APPROVAL OF AN ADDENDUM TO THE VERIZON WIRELESS AGREEMENT FOR CUSTOMER PROVIDED IN-BUILDING RADIO DISTRIBUTION EQUIPMENT

Mark Detter, Assistant Administrator/Finance Director, came before the Board for approval of an addendum to the Verizon Wireless Agreement for Customer provided in-building radio distribution equipment.  Within the basement of the East Annex, wireless communications via cell phone are not available.  Verizon will be providing and installing a repeater in the East Annex at no cost to the County.  The Board wants to make sure the wire is run in the wall and not enclosed in conduit or pipe attached to the wall. 

 

Commissioner Waldorf motioned to approve an addendum to the Verizon Wireless Agreement for Customer provided in-building radio distribution equipment.  Commissioner Doll seconded the motion.  Motion carried 5-0.

 

ITEM #5 – CONSIDER APPROVAL OF ADDENDUM 1 OF JANITORIAL CONTRACT, IFB BG002

Ken Bratton, Director of Buildings and Grounds, came before the Board for approval of Addendum 1 of Janitorial Contract IFB BG002.  The janitorial contract was awarded to Mid-America Building Maintenance on May 8, 2006.  Staff has drafted an addendum to the IFB BG003 to incorporate the pricing and scope of work changes as approved by the commission.

 

Commissioner Doll motioned to allow the Chair to sign Addendum 1 of IFB BG003 and for Butler County to enter into an agreement for Janitorial services as specified in the IFB BG003 and Addendum 1.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

APPROVAL OF ADDS AND ABATES

Commissioner Doll motioned to approve Adds & Abates #2260 dated May 16, 2006.  Adds in the amount of $0.00 and Abates in the amount of $1,415.88.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS

Commissioner Waldorf stated that a constituent called regarding how the value was determined on their 13-year old paddleboat.  David Robinson, Deputy Appraiser, said we use PVD guidelines and the Abos Marine Blue Book to calculate the value.

Commissioner Wheeler motioned to adjourn the meeting at 9:42 a.m.  Commissioner Doll seconded the motion.  Motion carried 5-0.
