CALL TO ORDER

Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 6:00 p.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Administrator Will Johnson, Jr., and Clerk Ron Roberts.  Also present at the meeting was Andover Mayor Ben Lawrence and Andover Council Members Keith Zinn, Carol Roberts, Clark Nelson, Caroline Hale, and Sherry Gisler.

 

APPROVAL OF MINUTES

Commissioner Doll motioned to approve the minutes of the Butler County Commission Meetings of Monday, March 20, 2006 and Tuesday, March 21, 2006 as written.  Commissioner Wheeler seconded the motion.  Motion carried 4-0.  Commissioner Waldorf abstained since he was not present at those meetings.

 

ITEM #1 – PUBLIC COMMENTS   There were no members of the public present.

 

ITEM #2 – ITEMS OF MUTUAL CONCERN BETWEEN BUTLER COUNTY AND THE CITY OF ANDOVER

Mayor Ben Lawrence informed the Commissioners that Andover was no longer seeking annexation of property along the 13th street project.  They were just annexing the road right-of- way.  The project will include four lanes of pavement to the county line and widening the bridge over the Turnpike.

 

Mayor Lawrence asked about county plans for Butler Road south of Andover to Rose Hill.

Commissioner Woydziak stated that a County study shows 7500 cars a day use that section of roadway.  He said this road is a high priority with the county and they are hiring a consultant to look at widening it to four lanes and replacing the bridge just south of Harry Street.  It is an estimated 12 million dollar project and they are looking at 2008 to start.

 

Council member Zinn asked about any County plans for a county wide sales tax.

 

Commissioners stated there were no plans to pursue one at this time, however, if Sedgwick County extended their extra penny, then they would look at the issue.

 

There was some discussion of the Wholesale Water District status.  Commissioner Doll said that the turmoil in El Dorado city government had put the project on hold.  The commissioners are still interested in trying to resolve concerns and problems and move the project forward.  He felt that all parties would have to be owners in the water district and its assets for it to work.

 

Senior Center funding by the County was discussed.  Commissioner Woydziak said that he had been working with the Department on Aging Director on a new equitable funding formula that would take a number of factors into consideration, such as number of members, number of meals served, percentage of residents in the area using the center, etc.

 

Council member Hale said she worked at Andover’s quite a bit and felt some of the centers discouraged new members.

 

Mayor Lawrence brought up a recent medical incident at 21st and Andover Road and the problems with the County EMS handling the situation.

 

Commissioner Woydziak stated the County was aware of the situation and was taking steps to remedy the problems.  Those would include bringing in an outside consultant to review our EMS operation.

 

APPROVAL OF VOUCHERS

Commissioner Wheeler motioned to approve the vouchers for March 27, 2006 in the amount of $263,056.84.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Commissioner Carpenter motioned to appointed Bruce Dietler, 220 S. Elm, Whitewater, Ks to the Department on Aging Board.  Commissioner Doll seconded the motion.  Motion carried

5-0.  

 

Commissioner Woydziak informed the Board that 16 grass fires were set in his area last week, and he and Mark Detter attended the Fire Chiefs meeting.

 

Administrator Johnson told the Board of problems with leaks around roof penetrations in the annex building.  He suggested they contract with Midwest Siding Inc. from Salina, Ks. to apply a rubberized coating to the roof.   They are the company that was hired by the contractor to apply the same coating to the gutters of that building.  The cost to do the job would be $22,000 and would be done through a contract directly between the County and the contractor.  Compton Construction, the general contractor for the remodel work, would not be involved.

Commissioner Waldorf motioned to adjourn the meeting of the Board at 7:35 p.m.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.
