CALL TO ORDER – LATE START REAP
Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 10:00 a.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.
Commissioner Waldorf motioned to approve the minutes
of the Butler County Commission Meetings of Monday, February 27, 2006 and
Tuesday, February 28, 2006 with minor changes.
Commissioner Doll seconded the motion.
Motion carried 4-0. Commissioner
Carpenter abstained since he was not present at those meetings.
ITEM #1 – RECESS TO EXECUTIVE SESSION FOR ONE-HOUR TO DISCUSS MATTERS OF NON-ELECTED PERSONNEL (EMPLOYEE INTERVIEW)
Commissioner Wheeler motioned to recess the Board
meeting to Executive Session at 10:15 a.m. for one hour, with the public
session resuming at 11:15 a.m., to discuss matters of non-elected personnel to
interview an applicant. Commissioner
Woydziak seconded the motion. Motion
carried 5-0. Those in attendance were
Commissioners Carpenter, Doll, Waldorf, Wheeler, Woydziak, Administrator
Johnson, and the applicant.
Commissioner Woydziak reconvened the Board meeting at 11:28
a.m. No action was taken as a
result of Executive Session.
ITEM #2 – RECEIVE EMERGENCY MANAGEMENT TO DISCUSS THE SEVERE WEATHER AWARENESS WEEK AND APPROVAL OF A PROCLAMATION DECLARING THE WEEK OF MARCH 13-17, 2006 AS SEVERE WEATHER AWARENESS WEEK IN BUTLER COUNTY
Jim Schmidt, Director, Emergency Management/ Homeland Security, came before the Board for approval of a request for Proclamation declaring March 13-17, 2006 as Severe Weather Awareness Week in Butler County. Emergency Managers designate one week in March for the National Weather Service and media to perform a number of public education and training activities related to upcoming severe weather season in the central plains. Mr. Schmidt read the proclamation.
Commissioner Waldorf motioned
to approve proclaiming the week of March 13-17, 2006 as Severe Weather
Awareness Week in Butler County and authorize the Chair to sign. Commissioner Carpenter seconded the motion. Motion carried 5-0.
Mr. Schmidt shared information with the Board regarding costs incurred while fighting the wild fire last week. Commissioner Waldorf and the Board commended all involved in fighting the fire for a job well done.
Commissioner Waldorf motioned
to approve Resolution No. 06-17, a Proclamation of State and Local Disaster for
Butler County. Commissioner Wheeler
seconded the motion. Motion carried
5-0.
ITEM #3 – CONSIDER APPROVAL OF
BIDS FOR 2006 IT REPLACEMENT COMPUTERS FOR THE COUNTY
Scott Stoskopf, Computer Services Director, came before the Board for approval of the lowest best bid for 2006 IT replacement computers previously received and opened by the Board on February 28, 2006.
Commissioner Doll motioned to
approve bid 060221A for 2006 PC replacements to the lowest bidder Dell totaling
$16,867.11, and award bid 060221B for 2006 Monitor replacements to the lowest
bidder CDWG totaling $7,307.32.
Commissioner Wheeler seconded the motion. Motion carried 5-0.
ITEM #4 – CONSIDER APPROVAL OF
RESOLUTION 06-16 SUPPORTING AFFORDABLE AIR SERVICE IN KANSAS AND THE
ACCOMPANYING REQUEST TO GOVERNOR SEBELIUS AND THE KANSAS LEGISLATURE TO CREATE
A KANSAS AIR SERVICE DEVELOPMENT PROGRAM TO PROTECT OUR AFFORDABLE AIRFARES AND
BUILD OUR KANSAS AIR SERVICE INFRASTRUCTURE
Commissioner Carpenter said Sedgwick County Senator, Carolyn McGinn, has been involved with the bill that passed the senate regarding lower airfares in Kansas. Part of the bill includes local entities pledging money to support affordable air service. The Fair Fares program was started 4 years ago in an attempt to attract low fare carriers to Wichita to reduce inflated air travel pricing. REAP and other local entities are developing resolutions supporting the funding by the State of Kansas for Fair Fares for South Central Kansas. Resolution No. 06-16 was presented to the Board for approval. This resolution shows Butler County’s support of lower airfares and does not require monetary exchange at this time.
Commissioner Carpenter motioned
to approve Resolution No. 06-16, supporting affordable air service in Kansas
and the request to Governor Kathleen Sebelius and the Kansas Legislature to
create a Kansas Air Service development program to protect our affordable
airfares and build our Kansas air service infrastructure. Commissioner Woydziak seconded the
motion. Motion carried 5-0.
ITEM #5 – WORK SESSION – REVIEW OF
REQUEST FOR PROPOSALS FOR AN UPDATE TO THE BUTLER COUNTY COMPREHENSIVE PLAN
Will Johnson, Administrator, came before the Board to discuss the request for proposal (RFP) for services related to an update of the Butler County Comprehensive Plan. The last update occurred in 1999. The cost associated with updating the plan is anticipated to be $50,000 to $60,000. After today’s discussion, the Board decided not to pursue this project at this time.
APPROVAL OF VOUCHERS
Commissioner Doll motioned to
approve the vouchers for March 13, 2006 in the amount of $18,527.28 and
$675,611.29. Commissioner Waldorf
seconded the motion. Motion carried 5-0.
OTHER ITEMS OF
BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS
Commissioner Waldorf motioned
to appoint Marvin Beaumont to the Recycle Task Force. Commissioner Carpenter seconded the motion. Motion carried 5-0.
