BUTLER COUNTY BOARD OF COMMISSIONERS

CALL TO ORDER 

Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.   

 

ITEM #1 – CONSIDER AGREEMENT BETWEEN BUTLER COUNTY HEALTH DEPARTMENT AND SOUTHWESTERN COLLEGE FOR CLINICAL EXPERIENCE FOR NURSING STUDENTS

Carol Borger, Health Department Administrator, came before the Board for approval of the agreement between Butler County Health Department and Southwestern College for clinical experience for nursing students.  County counsel has reviewed and approved this agreement.

 

Commissioner Wheeler motioned to approve the Agreement between the Butler County Health Department and Southwestern College for clinical Public Health nursing experience and allow the chair to sign.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

ITEM #2 – CONSIDER APPRAISAL CONSULTING AGREEMENT

Elysa Lovelady, Butler County Appraiser, came before the Board for approval to utilize McCully & Associates as a consultant to include a commercial index and depreciation study, development of income and expense models with documentation, an effective tax rate study, capitalization rate study, and a rental rate expense study.  The total amount for this agreement is $6,400.

 

Commissioner Doll motioned to approve the Appraiser’s Office to enter into a Consulting Agreement with McCully and Associates and allow the Chair to sign.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

ITEM #3 – CONSIDER ADOPTING A POLICY RELATED TO REDUCING OR WAIVING FEES AT THE BUTLER COUNTY LANDFILL

Darryl Lutz, P.E., Director of Public Works, came before the Board regarding a policy related to reducing or waiving fees at the Butler County Landfill.

 

Commissioner Doll stated that the Board shouldn’t reduce or waive fees at the Butler County Landfill, and if someone has a compelling reason or a special project, they could present their request before the Board.  Exceptions could be made for specific cases such as the YMCA, disaster relief, or the Latham School demolition.

 

Mr. Lutz recommended taking the policy as a written administrative guideline, not having a formal written policy, and acknowledged what the Board adopted last week for the school districts.

 

It was the consensus of the Board to not adopt this policy, but to discuss each request on a case-by-case basis.  No action was taken.

Commissioner Woydziak recessed the Board meeting at 9:45 a.m. for 5 minutes.

Commissioner Woydziak reconvened the Board meeting at 9:50 a.m.

 

ITEM #4 – CONSIDER AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO SOLICIT ENGINEERING PROPOSALS TO DETERMINE THE COST AND FEASIBILITY OF CONNECTING SEWER DISTRICT NO. 8 (COLLEGE ACRES) TO THE CITY SEWER SYSTEM AS IS BEING REQUIRED BY THE KANSAS DEPARTMENT OF HEALTH & ENVIRONMENT

Darryl Lutz, P.E., Director of Public Works, came before the Board to consider authorizing the Director of Public Works to solicit engineering proposals to determine the cost and feasibility of connecting Sewer District No. 8 (College Acres) to the city sewer system which is being required by the Kansas Department of Health & Environment.

 

Commissioner Carpenter motioned to authorize the Director of Public Works to solicit engineering proposals for the purpose of determining the cost and feasibility of connecting the Sewer District No. 8 sewer system to the City of El Dorado sewer system as is being required by the Kansas Department of Health and Environment.  Commissioner Wheeler seconded the motion.  Motion carried 5-0.

 

ITEM #5 – CONSIDER A PROPOSAL TO PERFORM BRIDGE APPROACH REPAIR WORK ON THE WHITEWATER RIVER BRIDGE ON SW 70TH STREET

Darryl Lutz, P.E., Director of Public Works, came before the Board for approval of a proposal to perform bridge approach repair work on the Whitewater River Bridge on SW 70th St.  The earth fill under the approach slabs has settled on both ends of the bridge causing a dip that is dangerous for loaded trucks crossing the bridge.

 

Commissioner Waldorf motioned to approve a proposal from Wildcat Concrete Services, Inc., in the amount of $5,875 to make repairs to the concrete approach slabs on the Whitewater River Bridge on SW 70th Street.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Administrator Johnson and the Board discussed purchasing an animal at the 4-H Auction on behalf of the Board of County Commissioners.

 

The Board discussed the level of participation from the City of Andover regarding the study for the Andover/Rose Hill Rd.

 

ADJOURNMENT

Commissioner Waldorf motioned to adjourn the meeting of the Board at 10:40 a.m.  Commissioner Wheeler seconded the motion.  Motion carried 5-0.
