CALL TO ORDER – 10:00 A.M. LATE START REAP
Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 10:00 a.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson, Jr., and Clerk Ron Roberts.
Commissioner Woydziak motioned to approve the minutes
of the Butler County Commission Meetings of Tuesday, January 3, 2006 and
Wednesday, January 4, 2006 as written.
Commissioner Doll seconded the motion.
Motion carried 5-0.
ITEM
#1 – RECEIVE MEMBERS OF THE MULTI-USE FACILITY TO DISCUSS FEASIBILITY STUDY FOR
INFRASTRUCTURE AND CONSIDER APPROVAL OF COUNTY PARTICIPATION
David Yearout presented the Commissioners with an overview of a proposed
multi-use facility shared by the City of El Dorado, Butler County Community
College, USD 490, and the Fair Board/Butler County. The committee is looking at a 120-acre tract of land, owned by
the Green Family, north of Sixth Street and west of Oil Hill Road. The committee is currently asking for
financial help in completing the preliminary cost study for the project. The Fair Board’s portion is $2,690, the Fair
Board has agreed to contribute $1,500 and is asking Butler County to contribute
the other $1,190.
Commissioner
Waldorf motioned to appropriate $1,190, the county share, for completion of a
preliminary cost study for a proposed multi-use facility and authorize the
Chairman to sign the Memorandum of Understanding and Agreement for Cooperation
of the Preliminary Cost Study.
Commissioner Woydziak seconded the motion. Motion carried 5-0.
Commissioner Wheeler recessed the Board meeting at 10:45 a.m. for 5 minutes.
Commissioner Wheeler reconvened the Board meeting at 10:50 a.m.
ITEM #2 – CONSIDER APPROVAL OF THE EL DORADO NEIGHBORHOOD REVITALIZATION PROGRAM (NRP)
Will Johnson, Administrator, came before the Board for approval to adopt a resolution and sign an Interlocal Agreement for the El Dorado NRP Program. County demands have been met on granting the entire 5% fee to the County. El Dorado has placed minimum improvement values based on the appraised value of the property for each project and capped the value. The agreement is for a three-year period.
Commissioner Carpenter motioned
to adopt Resolution No. 06-05 approving Butler County’s participation in the El
Dorado Neighborhood Revitalization Plan and authorize the Chairman to sign the
Interlocal agreement with the City of El Dorado, Butler County Community
College, USD 490, and USD 375 governing the parameters of such plan. Commissioner Doll seconded the motion. Motion carried 4-1. Commissioner Woydziak opposed.
ITEM #3 – DISCUSSION
AND CONSIDERATION OF APPROVAL FOR A COUNTYWIDE BURN BAN
Will Johnson, Administrator, came before the Board for
discussion and consideration of approval of a countywide burn ban.
Commissioner Doll
motioned to approve Resolution No. 06-06, a resolution providing for a
countywide burn ban. Commissioner
Woydziak seconded the motion. Motion
carried 5-0.
APPROVAL OF VOUCHERS
Commissioner Woydziak motioned
to approve the vouchers for January 9, 2006 in the amount of $688,167.04. Commissioner Doll seconded the motion. Motion carried 5-0.
OTHER ITEMS OF
BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS
Commissioner Woydziak informed the commissioners of the NACO Legislative conference in Washington, D.C., March 4 through March 8. There was interest in attending, and the commissioners will discuss who is going at a later meeting.
Administrator Johnson informed the Board the jail count was 223 with 182 billable.
