CALL TO ORDER
Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 9:26 a.m. Present were Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges. Commissioner Carpenter joined the meeting at 9:51 a.m. after the REAP meeting.
Commissioner Waldorf motioned to approve the minutes
of the Butler County Commission Meetings of Monday, February 6, 2006 and
Tuesday, February 7, 2006 as written.
Commissioner Doll seconded the motion.
Motion carried 4-0.
Item #1 was moved further down in the agenda since it was to start at 10:00 a.m.
ITEM #2 – WORK SESSION – RADIO
VOTING SYSTEM NEEDS
Chris Davis, 9-1-1 Director, came before the Board to discuss radio voting system needs. The Board discussed the locations of existing repeater sites, a cost analysis of existing sites, and analysis of the offer to lease or purchase the tower site near Cassoday. No action was taken.
ITEM #3 – CONSIDER ALLOWING THE
DIRECTOR OF EMERGENCY COMMUNICATIONS TO SPEND UP TO $1,200 FOR INSPECTION
SERVICES WITH UNITED TOWER, INC. AND PURSUE LEGAL AND LICENSING REQUIREMENTS
FOR A COMMUNICATIONS TOWER LOCATED NEAR CASSODAY
Chris Davis, 9-1-1 Director, came before the Board for approval to expend $1,200 to have the tower inspected by United Tower, Inc. and pursue the necessary legal and licensing steps in preparation for purchase.
Commissioner Waldorf motioned
to allow the Director to spend approximately $1,200 with United Tower for the
study of the tower and also approve up to $3,000 for an engineering study as
recommended. Commissioner Carpenter
seconded the motion. Motion carried
5-0.
The Board suggested getting more information on the insurance costs for the tower.
Chris Davis will also move forward with County Counsel in preparing licensing and registration documents regarding the communications tower.
ITEM
#1 – RECEIVE NORM MANLEY, BUTLER COUNTY LEGAL COUNSEL, TO DISCUSS MATTERS OF A
LEGAL NATURE AT 10:00 A.M.
Commissioner
Wheeler motioned to recess the Board to Executive Session at 10:00 a.m. for 30
minutes, with the public session resuming at 10:30 a.m., for consultation with
an attorney for the body or agency which would be deemed privileged in the
attorney-client relationship.
Commissioner Woydziak seconded the motion. Motion carried 5-0. Those
present were Commissioners Carpenter, Doll, Waldorf, Wheeler, Woydziak, Administrator
Johnson, and County Counsel Norm Manley.
RECONVENE
Commissioner Woydziak reconvened the Board meeting at 10:30 a.m. No action was taken as a result of the
Executive Session.

minutes.

ITEM #4 – RECEIVE AND OPEN BIDS
FOR THE PURCHASE OF TWO FLATBEDS FOR THE NEW CHASSIS AND CAB WORK TRUCKS FOR
THE HIGHWAY DIVISION
Darryl Lutz, Director of Public Works, came before the Board to receive and open bids for the purchase of two flatbeds for the new chassis and cab work trucks for the Highway Department. These equipment purchases are planned and budgeted and cash is available. Bids were received from:

Commissioner Wheeler motioned
to direct the Director of Public Works to tabulate and evaluate the bids
received for two flatbeds for the new chassis and cab pickups and to return at
a later time with recommendations for purchase. Commissioner Carpenter seconded the motion. Motion carried 5-0.
ITEM #5 – WORK SESSION – ROAD AND BRIDGE CIP UPDATE
Darryl Lutz, Director of Public Works, came before the Board to present background information on the Road and Bridge improvement program.
APPROVAL OF VOUCHERS
Commissioner Waldorf motioned
to approve the vouchers for February 13, 2006 in the amount of
$450,486.65. Commissioner Doll seconded
the motion. Motion carried 5-0.
OTHER ITEMS OF
BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS
Commissioner Waldorf and Commissioner Doll will be interviewing candidates today for the Economic Development Director.
Commissioner Doll and Woydziak will be presenting the check for improvements to the Andover Senior Center later this week.
Commissioner Woydziak will be attending the Latham City Council meeting to discuss options for tearing down the school that burned since the city did not receive the grant.
Administrator Johnson, Commissioner Wheeler, and Commissioner Carpenter will be conducting phone interviews with County Appraiser candidates tomorrow.
Administrator Johnson stated that the County bowling teams raised $1,372 for Bowling for Kid’s Sake.
