BUTLER COUNTY BOARD OF COMMISSIONERS

CALL TO ORDER 

Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.  

 

ITEM #1 – CONSIDER APPROVAL OF CONTRACT WITH SCKEDD FOR ADMINISTRATION OF BUTLER COUNTY COUNSELING CENTER GRANT FOR A NEW FACILITY IN AUGUSTA

Mark Detter, Finance Director, came before the Board for approval of the contract with South Central Kansas Economic Development District (SCKEDD) for administration of Butler County Counseling Center Grant for a new facility in Augusta.

 

Commissioner Doll motioned to approve Butler County’s contract with SCKEDD to administer the CDBG grant for the Butler County Counseling Center and authorize the Chair to sign.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

  

ITEM #2 – REVIEW AND CONSIDER APPROVAL OF THE CONTRACT BETWEEN THE PHARMEDIX COMPANY AND THE BUTLER COUNTY HEALTH DEPARTMENT FOR PURCHASE OF PHARMACEUTICAL PRODUCTS AND ALLOW THE CHAIR TO SIGN

Carol Borger, Health Department Administrator, came before the Board for approval of the contract between the Pharmedix Company and the Butler County Health Department for purchase of pharmaceutical products.

 

Commissioner Wheeler motioned to approve the contract between the Pharmedix Company and the Butler County Health Department and allow the Chair to sign.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.

 

Carol Borger, Health Department Administrator, invited the Commissioners to attend a pharmacy drill on Thursday, August 31, 2006 from 9:00 a.m. to Noon at the 4-H Community Building.

 

RECESS TO EXECUTIVE SESSION 

Commissioner Wheeler motioned to recess the Board to Executive Session at 9:10 a.m. for 20 minutes, with the public session resuming at 9:30 a.m., to discuss personnel matters of non-elected personnel to protect the privacy of an individual/employee who is non-elected.  Commissioner Doll seconded the motion.  Motion carried 5-0.  Those in attendance were Commissioners Carpenter, Doll, Waldorf, Wheeler, Woydziak, Administrator Johnson, and Sheriff Craig Murphy.

 

RECONVENE

Commissioner Woydziak reconvened the Board meeting at 9:50 a.m.

 

Sheriff Craig Murphy came before the Board to discuss the camera system at the jail.  Sheriff Murphy said he has a quote from APEX Technology Solutions and the Board would like to have two more quotes on expanding the camera system at the jail.  Also, the Board will be addressing the Food Services contract for the jail next week.

 

ITEM #3 – WORK SESSION – RAILROAD LEGAL COUNSEL PHONE CONFERENCE (10:00 A.M.)

Administrator Johnson called Carl Morrell, Attorney at Law, for a conference call to discuss the railroad property west of Leon to the county line.  Attorney Diana Edmiston and Dave Egan were present for the conference call.  Mr. Morrell and the Board talked through the pros and cons about how to revert the property back to the landowners.  There was discussion about reverting some of the property that falls within the city limits of Augusta and Leon back to those cities.  Mr. Morrell said the county could substitute a city as the owner of the trail, and the cities would be able to lease to adjacent landowners on a temporary basis.  It was stated that the right-of-ways could be used as long as they can show that a railroad can go back in at some point in time.  Administrator Johnson stated that the county would like to abandon the area from Augusta to Andover in the unincorporated area and the section from Augusta to Beaumont. 

 

Administrator Johnson said he would talk with the Cities of Augusta and Andover to obtain guidance from them as to what they want to do.  Mr. Johnson will also contact the City of Wichita to discuss any issues they might have regarding the railroad West to the county line.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Commissioner Wheeler said Mid Continent Restoration asked about the restoration of the courthouse.  Administrator Johnson said we are checking references for the subcontractors and are waiting for a contract from McCollom Construction. 

 

Administrator Johnson said the attorney for Mr. Bill Johnson in Rosalia asked for an extension in getting everything removed from the property.  Administrator Johnson granted the extension and said the case would remain on file until we are satisfied that everything has been removed.

 

Administrator Johnson stated that September 16, 2006 is the County Picnic at East Park.  

 

Administrator Johnson asked the Board about attending the Tour Butler breakfast and dinner in September.

 

Administrator Johnson informed the Board that Government Day for area high school students is Tuesday, October 24, 2006.

 

Administrator Johnson said the Jail count is 190.

 

Administrator Johnson stated he would be requesting RFPs for a vehicle for the Appraisers Department.

 

ADJOURNMENT

Commissioner Waldorf motioned to adjourn the meeting of the Board at 11:00 a.m.  Commissioner Doll seconded the motion.  Motion carried 5-0.
