CALL TO ORDER
Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 9:00 a.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Mike Wheeler, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.
Commissioner Waldorf motioned to approve the minutes
of the Butler County Commission Meetings of Monday, August 21, 2006 and
Tuesday, August 22, 2006 as written.
Commissioner Wheeler seconded the motion. Motion carried 5-0.

Commissioner Wheeler motioned
to approve the purchase of metal sheeting for Public Works equipment sheds for
the low bid amount of $8,614.08 from Don Ricke, d/b/a Barn Metal Bargains,
Wichita, KS. Commissioner Carpenter
seconded the motion. Motion carried
5-0.
ITEM #2 – CONSIDER ADOPTING LANDFILL FEES FOR 2007
Darryl Lutz, Director of Public Works, came before the Board for approval to adopt landfill fees for 2007. At the Board meeting of August 21, 2006, it was the consensus of the Board to raise fees for normal solid waste from $28 per ton to $30 per ton and to raise fees for C&D waste from $19 per ton to $21 per ton. Based upon estimated waste streams, the proposed fees will generate approximately $1,278,000 in user fee revenues for 2007. The new fees would become effective January 1, 2007, and the minimum load charge will remain the same at $7.00 per load.
Commissioner Doll motioned to
approve and adopt the 2007 Landfill Fees.
Commissioner Waldorf seconded the motion. Motion carried 5-0.
ITEM #3 – CONSIDER APPROVING AN AGREEMENT FOR ENGINEERING SERVICES RELATED TO PERFORMING A COST STUDY TO CONNECT SEWER DISTRICT NO. 8 (COLLEGE ACRES) TO THE CITY OF EL DORADO SEWER SYSTEM
Darryl Lutz, Director of Public Works, came before the Board for approval of an engineering agreement for engineering services related to performing a cost study to connect Sewer District No. 8 (College Acres) to the City of El Dorado sewer system.
Commissioner Carpenter motioned
to award the engineering work related to performing a cost study for connecting
Sewer District No. 8 (College Acres) to the City of El Dorado sewer system to
Poe & Associates, Inc., Wichita, KS not to exceed the amount of $5,000 and
authorize the chair to sign.
Commissioner Wheeler seconded the motion. Motion carried 5-0.
ITEM #4 – RECEIVE AND OPEN BIDS
FOR PURCHASE OF TIRES FOR BUTLER COUNTY DEPARTMENTS
Darryl Lutz, Director of Public Works, came before the Board to receive and open bids for purchase of tires for Butler County departments. Bids were received from:
Becker Tire, El Dorado, KS
Norris 66 Station, El Dorado, KS
Augusta Tire & Auto Supply, Augusta, KS
Commissioner Wheeler motioned
to receive the tire bids and allow the Director of Public Works to tabulate the
bids, review for conformance, and return at a later date with a recommendation
for purchase. Commissioner Carpenter
seconded the motion. Motion carried
5-0.
APPROVAL OF VOUCHERS
Commissioner Waldorf motioned
to approve the vouchers dated August 28, 2006 in the amount of
$415,599.50. Commissioner Doll seconded
the motion. Motion carried 5-0.
APPROVAL OF ADDS AND ABATES
Commissioner Doll motioned to
approve Adds & Abates #2273 dated August 28, 2006. Adds in the amount of $908.20 and Abates in
the amount of $13,838.34. Commissioner
Waldorf seconded the motion. Motion
carried 5-0.
OTHER ITEMS OF
BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS
Commissioner Wheeler
said he had a call complaining about the Motor Vehicle Department being on the
second floor of the Courthouse and that the elevator is not handicapped
accessible. Administrator Johnson said
we are looking at some funding options to update the elevator in the
Courthouse.
Commissioner Doll said
he represented the Board as a judge at the Leon Harvest Home Festival parade
this past Saturday.
Commissioner Doll said
Mr. Bob Whittaker has invited the Board to the Church of Christ Camp on
Tawakoni Rd. for a steak dinner. Mr.
Doll said the State Church of Christ Organization is developing the camp, and
they would like the Board to visit the facility.
Commissioner Woydziak
suggested changing the meetings on the road to Wednesday nights because of
scheduling conflicts on Monday and Tuesday nights. The schedule is as follows:
September 13, 2006 in Cassoday at 6:30 p.m.
October 11, 2006 in Benton at 6:00 p.m.
November 15, 2006 in Towanda at 6:00 p.m.
Commissioner Woydziak
said Rock Creek and Douglass Townships have scheduled meetings to discuss
combining the two townships.

to adjourn the meeting of the Board at 10:10 a.m. Commissioner Doll seconded the motion. Motion carried 5-0.
