CALL TO ORDER 

Commission Chairman Dan Woydziak called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.  Commissioner Mike Wheeler was on vacation.

 

ITEM #1 – PUBLIC HEARING – 2006 BUTLER COUNTY AMENDED BUDGET

Commissioner Woydziak opened the Public Hearing regarding the 2006 Butler County Amended Budget.

 

There was no public comment.

 

Commissioner Carpenter motioned to close the public hearing.  Commissioner Waldorf seconded the motion.  Motion carried 4-0.

 

ITEM #2 – CONSIDER APPROVAL OF THE 2006 BUTLER COUNTY AMENDED BUDGET

Will Johnson, County Administrator, came before the Board for consideration of adopting the 2006 Amended Butler County Budget.

 

Commissioner Carpenter motioned to adopt the 2006 Amended Butler County Budget as presented.  Commissioner Waldorf seconded the motion.  Motion carried 4-0.

 

ITEM #3 – PUBLIC HEARING – 2007 BUTLER COUNTY BUDGET

Commissioner Woydziak opened the Public Hearing regarding the 2007 Butler County Budget.

Administrator Johnson said the 2007 budget includes net expenditures of $32,432,000, which is $1.1 million in net expenditures over 2006.  The mill levy for the 2007 budget is projected at 35.99, which is a slight increase from 35.93 that was approved in 2006.

 

Steve Smith, El Dorado Times, came before the Board to ask the Commissioners what they would most hope the constituents would say about how this budget is impacting and affecting them.  Commissioner Woydziak said government works best when we provide the services needed for the citizens and they don’t notice that we’re there because we are not intrusive.  Commissioner Carpenter said he is proud of how the County operates and handles money and said the County is very frugal with the money. 

 

Commissioner Waldorf motioned to close the Public Hearing.  Commissioner Doll seconded the motion.  Motion carried 4-0.

 

ITEM #4 – CONSIDER RESOLUTION NO. 06-36 EXPRESSING THE PROPERTY TAXATION POLICY OF THE BOARD OF BUTLER COUNTY COMMISSIONERS WITH RESPECT TO FINANCING THE 2007 ANNUAL BUDGET FOR BUTLER COUNTY

Will Johnson, County Administrator, came before the Board for consideration of Resolution No. 06-36 expressing the property taxation policy of the Board of Butler County Commissioners with respect to financing the 2007 Annual Budget for Butler County.  Statute K.S.A. 79-2925b provides that a resolution be adopted and property taxes levied if the budget exceeds the amount levied to finance the previous year’s budget with exception to revenue produced contributed to the taxation of new improvements, increased personal property valuation, and debt service. 

 

Commissioner Doll motioned to approve Resolution No. 06-36, a resolution expressing the property taxation policy of the Board of Butler County Commissioners with respect to financing the 2007 Annual Budget for Butler County as referenced to K.S.A. 79-2925b.  Commissioner Carpenter seconded the motion.  Motion carried 4-0.

 

ITEM #5 – CONSIDER APPROVAL OF THE 2007 ANNUAL BUDGET FOR BUTLER COUNTY

Will Johnson, County Administrator, came before the Board for consideration of adopting the 2007 Butler County Budget.

 

Commissioner Carpenter motioned to approve the 2007 Butler County Budget.  Commissioner Waldorf seconded the motion.  Motion carried 4-0.

 

ITEM #6 – PUBLIC HEARING – 2007 BUTLER COUNTY FIRE DISTRICT BUDGETS

Commissioner Woydziak opened the Public Hearing regarding the 2007 Butler County Fire District Budgets.

 

There was no public comment.

 

Commissioner Doll motioned to close the Public Hearing for the 2007 Fire District Budgets.  Commissioner Waldorf seconded the motion.  Motion carried 4-0.

 

ITEM #7 – CONSIDER RESOLUTION NOS. 06-37, 06-38, 06-39, 06-40, 06-41, 06-42, AND 06-43 EXPRESSING THE PROPERTY TAXATION POLICY OF THE BOARD OF BUTLER COUNTY COMMISSIONERS WITH RESPECT TO THE FINANCING OF THE 2007 ANNUAL BUDGET FOR FIRE DISTRICTS #1, #2, #3, #5, #7, #8, AND #9 IN BUTLER COUNTY KANSAS

Will Johnson, County Administrator, came before the Board for approval of Resolution Nos.

06-37, 06-38, 06-39, 06-40, 06-41, 06-42, and 06-43 with respect to the financing of the 2007 Annual Budget for Fire Districts #1, #2, #3, #5, #7, #8, and #9 in Butler County Kansas.

 

Commissioner Doll motioned to adopt Resolution Nos. 06-37, 06-38, 06-39, 06-40, 06-41,

06-42, and 06-43, a resolution expressing the property taxation policy of the Board of Butler County Commissioners with respect to financing the 2007 Annual Budgets for Fire Districts #1, #2, #3, #5, #7, #8 and #9.  Commissioner Waldorf seconded the motion.  Motion carried

4-0.

 

ITEM #8 – CONSIDER APPROVAL OF THE 2007 ANNUAL BUDGETS FOR FIRE DISTRICTS #1, #2, #3, #4, #5, #6, #7, #8, AND #9

Will Johnson, County Administrator, came before the Board for consideration of adopting the 2007 Annual Budgets for Fire Districts #1, #2, #3, #4, #5, #6, #7, #8, and #9.

 

Commissioner Carpenter motioned to approve the 2007 Annual Budgets for Fire Districts #1, #2, #3, #4, #5, #6, #7, #8, and #9.  Commissioner Waldorf seconded the motion.  Motion carried 4-0.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Commissioner Waldorf commended staff and department heads for the work they did on the budget process this year.

 

Commissioner Woydziak suggested putting the Wholesale Water District on the agenda for next Tuesday and inviting Jeff Masterson to the meeting.

 

Commissioner Woydziak said he is working with Rock and Douglass Townships about putting a question on the ballot in November regarding consolidating the two townships.

 

Administrator Johnson informed the Board that the City of Towanda submitted a request for an island annexation for property at the SE corner of Hwy 254 and Ohio Rd. for sewer services.

Commissioner Doll motioned to adjourn the meeting of the Board at 9:45 a.m.  Commissioner   Waldorf seconded the motion.  Motion carried 4-0.
