BUTLER COUNTY BOARD OF COMMISSIONERS

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges. 

 

ITEM #1 – CONSIDER PROPOSALS FOR ELEVATOR MAINTENANCE CONTRACT FOR JUDICIAL CENTER

Ken Bratton, Director of Buildings and Grounds, came before the Board for approval of a contract for elevator maintenance for the Judicial Center.  Proposals were solicited from three elevator companies:  River City Elevator - $450/Month, Kone Elevator - $536/Month, and Otis Elevator - $600/Month.  Staff recommended awarding the contract to River City Elevator, who is the current elevator maintenance company.  Legal Counsel has reviewed this contract.

 

Commissioner Carpenter motioned to accept the contract proposal from River City Elevator for elevator maintenance for the Judicial Center in the amount of $450.00 per month for a period of five years and authorize staff to finalize execution of the documents.  Commissioner Doll seconded the motion.  Motion carried 5-0.

 

ITEM #2 – CONSIDER APPROVING A FARM LEASE AGREMENT ON COUNTY-OWNED PROPERTY ADJACENT TO THE LANDFILL

Darryl Lutz, P.E., Director of Public Works, came before the Board for approval of a farm lease agreement on county-owned property adjacent to the landfill.  Two bids were received and opened by the Board on Tuesday, October 4, 2005.  The BOCC awarded the bid to James Berndsen on Tuesday, October 11, 2005.  The current farm income to the landfill is approximately $5,400 per year.  The new farm income will be $6,844.20.  Legal Counsel has reviewed this agreement.

 

Commissioner Woydziak motioned to approve the agreement for farmland lease with James D. Berndsen in the amount of $51 per acre per year to lease 134.2 acres of farm ground owned by Butler County adjacent to the landfill and authorize the Chair to sign.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

ITEM #3 – CONSIDER TABLED ITEM MODIFYING THE SCOPE OF THE FLINTHILLS ROAD PAVING PROJECT TO INCREASE PAVEMENT THICKNESS

Darryl Lutz, P.E., Director of Public Works, came before the Board for approval to modify the scope of the Flinthills Road paving project to increase pavement thickness.  Currently Western

Engineering, Inc., is the contractor working on this project.  The cost of the additional pavement will be approximately $400,000.  This amount will be paid out of the Road & Bridge Fund, Capital Improvement Reserve Fund, and Special Highway Fund.

 

Commissioner Woydziak motioned to approve increasing the project cost of the Project No. BC 899(24-39) 05, the Flinthills Road resurfacing project between Rosalia and Cassoday, in the approximate amount of $400,000 in order to increase the pavement thickness from 3 ½” to 4 ½”.  Commissioner Waldorf seconded the motion.  Motion carried 5-0. 

 

Commissioner Waldorf motioned to approve the repayment schedule from the Road and Bridge Fund back to Capital Improvement Reserve less interest.  Commissioner Woydziak seconded the motion.  Motion carried 5-0.

 

Darryl Lutz stated that Greenwood County Commissioner Skaer called him about Mr. Murfin’s desire to vacate part of the road east of the Beaumont Airport in Greenwood County.  Mr. Lutz stated that he would get an official position from the Beaumont Hotel and return at a later date with an agenda item.

 

Mr. Lutz stated that he needed some appointments from the Board for the Recycle Task Force.

 

RECESS

Commissioner Wheeler recessed the Board at 9:50 a.m. for 5 minutes.

 

RECONVENE

Commissioner Wheeler reconvened the Board meeting at 9:55 a.m.

 

ITEM #4 – RECEIVE OCTOBER FINANCE REPORT

Mark Detter, Assistant Administrator/Finance Director, came before the Board to present the Butler County October Financial Report.

None.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Commissioner Waldorf stated that the Commissioners are invited to the Augusta Gazette’s Chamber Mixer today from 4:30 p.m. to 7:00 p.m. 

 

Commissioner Woydziak stated that Extreme Makeover Home Edition is starting construction today on the new home for the Nutsch family.  Martina McBride will be performing at a benefit concert today at 3:00 p.m.  The Nutsch family was helping a family from Hurricane Katrina, and the good will donations from the concert will go to that family.  The Commissioners will be at the site tomorrow, October 19, in the VIP tent to view the progress of the project.  Governor Sebelius will also be there, and it is open to the public.

 

Administrator Johnson stated that he had a final drawing on the new commission bench.

 

Commissioner Woydziak motioned to proceed with building the new commission bench.  Commissioner Waldorf seconded the motion. Motion carried 4-1. Commissioner Carpenter voted no.

 

John Kirk, Intern, presented the Butler County Fact Sheet to the Board.

Commissioner Woydziak motioned to adjourn the meeting of the Board at 10:50 a.m.  Commissioner Doll seconded the motion.  Motion carried 5-0.
