CALL TO ORDER

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 7:00 p.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, and County Clerk Ron Roberts. Administrator Will Johnson, Jr., arrived at 7:30 p.m.

 

APPROVAL OF MINUTES

Commissioner Doll motioned to approve the minutes of the Butler County Commission Meetings of Monday, October 3, 2005 and Tuesday, October 4, 2005 as written.  Commissioner Carpenter seconded the motion.  Motion carried 5-0.  

 

ITEM #1 – INTRODUCTIONS

 

ITEM #2 – PUBLIC COMMENT

Jim Ford came before the Board and stated that he felt the percentage increases for Senior Centers was unfair.

 

Mark Roberts, Douglass City Mayor, came before the Board to discuss the sheriff contract for police service in Douglass.

 

John Ford came before the Board to discuss rumblestrips for 210th Street and Santa Fe Lake Road.

 

ITEM #3 – ITEMS OF MUTUAL CONCERN BETWEEN THE CITY OF DOUGLASS AND BUTLER COUNTY

Commissioner Woydziak stated that 210th Street is scheduled for an overlay in 2008 from Santa Fe Lake Road west to the County Line.  Mayor Roberts felt that it should be extended east to 77 Hwy.

 

Mayor Mark Roberts thanked the commissioners for having the meeting in Douglass.

 

ITEM #4 – RECEIVE LIST OF PLANNING COMMISSION MEMBER’S TERM EXPIRATION DATES

The Board discussed reappointment or replacement of several Planning Commission members.

 

ITEM #5 – CONSIDER A RESOLUTION FOR DISCHARGE OF FIREARMS IN BUTLER COUNTY

Administrator Johnson came before the Board for approval of a resolution regulating the discharge of firearms in unincorporated Butler County.  In 2004, an incident occurred in the Rose Hill neighborhood of Primrose, where individuals outside the city limits discharged rifles striking several houses in that neighborhood.  The proposed resolution would regulate the reckless discharge of firearms in the unincorporated areas in the county, giving local law enforcement and prosecutors an avenue to charge individuals for incidents such as the one that occurred in Rose Hill.  The penalty would be a misdemeanor crime punishable by a fine not to exceed $500.00 and/or incarceration in the Butler County Jail for a period of not longer than thirty days.

 

Commissioner Woydziak motioned to approve Resolution No. 05-54, a resolution regulating the discharge of firearms in unincorporated Butler County. The motion died due to lack of a second.

 

 Commissioner Carpenter motioned to deny Resolution No. 05-54, a resolution regulating the discharge of firearms in unincorporated Butler County.  Commissioner Doll seconded the motion.  Motion carried 5-0.

 

APPROVAL OF VOUCHERS

Commissioner Carpenter motioned to approve the vouchers for October 10, 2005 in the amount of $544,228.73.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Commissioner Carpenter stated that he had input from the refinery, Goedecke, Savage, and Hogoboom who are concerned about the truck traffic on Haverhill Road.

 

Commissioner Waldorf stated that the committee is revaluating the Economic Development Director job description.  The committee feels that it should be more of a marketing function than it was in the past.

 

Administrator Johnson reminded the Board about Government Day on Tuesday, October 11, 2005.

 

ADJOURNMENT

Commissioner Doll motioned to adjourn the meeting of the Board at 8:05 p.m.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.
