CALL TO ORDER
Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 7:00 p.m. Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson, Jr., and Clerk Ron Roberts.
Commissioner Waldorf motioned to approve the minutes
of the Butler County Commission Meetings of Monday, October 31, 2005 and
Tuesday, November 1, 2005 as amended by Commissioner Doll to add to his
comments about Elected Officials’ salary review “To be put on the agenda in
early December for Commission review.”
Commissioner Woydziak seconded the motion. Motion carried 5-0.
ITEM #1 – PUBLIC COMMENTS
Gerald Schuetz, Chairman of the Senior Citizens Committee, welcomed the Commissioners to Leon and thanked them for coming. There was discussion about the reporting requirements and local matches for the $10,000 contribution from the County for Senior Center improvements. Mr. Schuetz informed the Commissioners that all required local matches were in place. Administrator Johnson informed them that he would need a copy of the proposal and the invoices.
ITEM
#2 – ITEMS OF MUTUAL INTEREST WITH THE CITY OF LEON
Bob Patterson asked Commissioners Doll and Carpenter why they voted against the wind farm.
Commissioner Doll stated he voted against the Wind Farm because he felt that it did not fit the intent of the County Comprehensive Plan. He also said that there was a limited amount of tall grass prairie left, and he wanted to preserve the remaining amount.
Commissioner Carpenter said he agreed with what Commissioner Doll said, plus it concerned him that the cost of wind-generated power was higher than other forms of power generation. Wind farms would not be constructed if not for the 50% tax credits and property tax abatements being allowed by government.
Connie Darnell, Director of the Senior Center, asked if the County Prescription Drug Cards were going to expire after the new Medicare plans went into effect. The answer was yes they would continue to be accepted. She said that the Center serves about 25 hot lunches every day, of which 5 or more are delivered to people unable to come to the center. Fridays are fried chicken days and those, along with Monterrey days, draw about 40 people to eat.
Jim Reeves talked about the cost of the county providing Police protection for the city vs. the city having their own department. It was the consensus, of the people present, that the city department was self-supporting and provided them more coverage than when the Sheriff had provided it several years ago.
APPROVAL OF VOUCHERS
Commissioner Woydziak motioned
to approve the vouchers for November 7, 2005 in the amount of $491,734.55. Commissioner Waldorf seconded the
motion. Motion carried 5-0.
OTHER ITEMS OF
BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS
Commissioner Carpenter asked to have Administrator Johnson ask the County Engineer to check on trying to come up with a deal to get the asphalt millings from 77 highway before they were all buried.
Commissioner Doll said he had viewed the road to Prairie Rose and found the road to be holding up very well. He was going to try to contact Mr. Ethridge on Tuesday and inform him he felt the agreed on $980.00 maintenance charge was reasonable, and he would recommend that he pay it.
Administrator Johnson updated the Commissioners on the status of the Cassoday to Rosalia Road paving. The problems getting the contractor on the job continue and he will be starting the procedure to collect on the contractor’s bond if actual work is not started by next Monday.

adjourn the meeting of the Board at 8:15 p.m.
Commissioner Woydziak seconded the motion. Motion carried 5-0.
