BUTLER COUNTY BOARD OF COMMISSIONERS

CALL TO ORDER

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Will Carpenter, Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.

 

APPROVAL OF MINUTES

Commissioner Woydziak motioned to approve the minutes of the Butler County Commission Meetings of Monday, November 14, 2005 as amended to read in Other Items, Kansas Association of Counties not Kansas Association of Clerks and Tuesday, November 15, 2005 as written.  Commissioner Doll seconded the motion.  Motion carried 5-0.  

 

ITEM #3 – RECEIVE DALE TOWER, MID-KANSAS COMMUNITY ACTION PROGRAM, REGARDING PROGRAM OVERVIEW

Dale Tower, Mid-Cap, Inc., came before the Board to give an overview of the program.  Mr. Tower stated that there are three major programs they operate which include Head Start, a housing building program, and rental assistance.  He stated that one opportunity is an asset development program called IDA.  The IDA program matches every dollar that is put into a savings account two to one.  The participant would save towards home ownership, higher education, or starting a small business.  Mr. Tower stated the mission is to help people move from poverty to self-sufficiency.

 

ITEM #1 – PRESENTATION OF SPOTLIGHT AWARD TO JILL HUGHEY, BUTLER COUNTY APPRAISER’S DEPARTMENT

Will Johnson, Butler County Administrator, came before the Board to present a Spotlight Award to Jill Hughey, County Appraiser’s Department. Jill was nominated to receive the Award by Sue Biddle, with the Appraiser’s Department. This Award includes a $20.00 gift certificate to a local merchant.

 

Commissioner Wheeler presented Jill with the Spotlight Award.

 

ITEM #2 – PRESENTATION OF SPOTLIGHT AWARD TO DEBBIE LIKES, BUTLER COUNTY ATTORNEY’S OFFICE

Will Johnson, Butler County Administrator, came before the Board to present a Spotlight Award to Debbie Likes, County Attorney’s Office.  Debbie was nominated to receive the Award by Jan Satterfield, County Attorney. This Award includes a $20.00 gift certificate to a local merchant.

 

Commissioner Wheeler presented Debbie with the Spotlight Award.

 

Jan Satterfield, County Attorney, stated that she appreciates the Board honoring Debbie and the work she does.

 

 

 

ITEM #4 – CONSIDER APPROVAL OF RECOMMENDATIONS OF THE JOINT CORRECTIONS ADVISORY BOARD (JCAB) FOR JABG ADDITIONAL FUNDS FOR COMMUNITY CORRECTIONS JUVENILE CASE MANAGEMENT AND JUVENILE INTENSIVE SUPERVISION

Ann Carpenter, Juvenile Justice Services Administrator, came before the Board for approval of a recommendation of the Joint Corrections Advisory Board for JABG additional funds in the amount of $5,000 for applications to help pay for travel/mileage expenses for Community Corrections Juvenile Case Management and Juvenile Intensive Supervision.  There is a 10% match for these grants to be paid out of the Community Corrections Graduated Sanctions Block Grant.  There will be no funds paid by the County.

 

Commissioner Waldorf motioned to approve the recommendations of the Joint Corrections Advisory Board for additional funds in the amount of $5,000 for help paying for travel/mileage expenses for Community Juvenile Case Management and Juvenile Intensive Supervision.   Commissioner Doll seconded the motion.  Motion carried 4-0.  Commissioner Carpenter abstained.

 

ITEM #5 – CONSIDER APPROVAL OF RECOMMENDATIONS OF THE JOINT CORRECTIONS ADVISORY BOARD (JCAB) FOR PREVENTION BLOCK GRANT FUNDING

Ann Carpenter, Juvenile Justice Services Administrator, came before the Board for approval and authorization of chair to sign 13th Judicial District Prevention Block Grant. This grant provides partial funding for Parents As Teachers 0-6 Program, Tri-County CASA, Inc. and JCAB administrative staff support.  JCAB has approved recommendation of funding as follows:

 

JCAB                                                $  12,696

Parents As Teachers                        $  71,373

Tri-County CASA                        $  42,893

Total                                                $126,962

 

Commissioner Woydziak motioned to approve and authorize the chair to sign the Joint Corrections Advisory Board (JCAB) grant.  Commissioner Doll seconded the motion.  Motion carried 4-0.  Commissioner Carpenter abstained.

 

ITEM #6 – CONSIDER APPROVAL OF THE PARAMEDIC TRAINING AGREEMENT WITH FLINT HILLS TECHNICAL COLLEGE IN EMPORIA, KANSAS

Grant Helferich, Director of Butler County Emergency Services, came before the Board for approval of the Paramedic Training Agreement with Flint Hills Technical College in Emporia, Kansas.  This is a renewal of the agreement with Flint Hills Technical College to provide field internship for the EMT and MICT students.  Flint Hills Technical College is required by the agreement to supply a certificate of insurance for the students and faculty with a liability limit of $1,000 and aggregate of $3000.  This agreement has been approved and initialed by Norm Manley, Butler County legal counsel.

 

Commissioner Waldorf motioned to approve the Paramedic Training Agreement with Flint Hills Technical College and allow the Chair to sign.  Commissioner Doll seconded the motion.  Motion carried 5-0. 

 

APPROVAL OF VOUCHERS

Commissioner Carpenter motioned to approve the vouchers for November 28, 2005 in the amount of $302,645.44.  Commissioner Doll seconded the motion.  Motion carried 5-0.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Commissioner Woydziak stated that a citizen cited an ordinance for counties that have population of 50,000 or more that states the Board is to meet in the same place twice a week.  In order to continue the meetings on the road, a charter ordinance would need to be adopted.  Commissioner Waldorf said we should be more proactive on these types of things and not wait until someone brings it to the Board’s attention.

Commissioner Wheeler recessed the Board at 10:05 a.m. for 5 minutes.

 

RECONVENE

Commissioner Wheeler reconvened the Board at 10:10 a.m.

 

Commissioner Wheeler asked for an update on the Rosalia Cassoday Road.  Darryl Lutz, Director of Public Works, said the base is down from Cassoday to the stockpile area, which is four miles south of Cassoday.

 

Mr. Lutz stated that the signs to control truck traffic on Haverhill Road should be put up this week.

 

Administrator Johnson stated the Quad County meeting is next Monday, December 5, 2005 at the Cowtown Visitors Center at 11:45 a.m.  Commissioner Wheeler, Carpenter, Woydziak will be attending.

 

Administrator Johnson said the Planning and Zoning Department truck lost the transmission and the transmission was lost out of the supervisors’ vehicle with EMS.  Administrator Johnson said he would go out for bids for vehicles for several departments including Appraiser, Heath, Planning and Zoning, and EMS.

Commissioner Woydziak motioned to adjourn the meeting of the Board at 11:00 a.m.  Commissioner Waldorf seconded the motion.  Motion carried 5-0.
