BUTLER COUNTY BOARD OF COMMISSIONERS

CALL TO ORDER

Commission Chairman Mike Wheeler called the Butler County Board of Commissioners to order at 9:00 a.m.  Present were Commissioner Randy Doll, Commissioner Randy Waldorf, Commissioner Dan Woydziak, Administrator Will Johnson, Jr., and Clerk Recorder Tammy Bridges.  Commissioner Will Carpenter was absent.

 

APPROVAL OF MINUTES

Commissioner Doll motioned to approve the minutes of the Butler County Commission Meetings of Monday, November 7, 2005 as amended under Other Items which reads “Commissioner Doll said he had viewed the road to Mr. Etheridge’s and found the maintenance to be very good” and change it to read “Commissioner Doll said he had viewed the road to Prairie Rose and found the road to be holding up very well” and Tuesday, November 8, 2005 as written.  Commissioner Woydziak seconded the motion.  Motion carried 4-0.  

 

Charlene Miller, Emergency Management, came before the Board to present a Spotlight Award to Sandy Zieman.  On behalf of Connie Rausch, Charlene stated that Sandy’s positive attitude and can-do spirit became the nucleus of the Moss Point, Mississippi project.   Commissioner Wheeler presented Sandy with the Spotlight Award and stated that she does a great job, and he appreciates all that she does.

 

ITEM #1 – WORK SESSION – TOUR OF METH GRANT TRUCK FROM SHERIFF’S DEPARTMENT

The Commissioners took a tour of the Sheriff’s Department Meth Grant Truck.

 

ITEM #2 – WORK SESSION – EMERGENCY MANAGEMENT OVERVIEW OF MISSISSIPPI HURRICANE WORK

Jim Schmidt, Emergency Management, came before the Board to present a power point presentation of the damage caused by Hurricane Katrina in Mississippi.  Mr. Schmidt also acknowledged Joe King, Vic Guerrie, and Jim Shaver, of the Andover Fire Department, Jeff Bridges, Andover City Manager, and Kathy Guy, Emergency Management, for helping with the hurricane relief effort in Mississippi as well.  Mr. Schmidt stated that he owes a big thanks to the Board and everyone who allowed them to go and help.  Commissioner Wheeler and the Board relayed their appreciation of everyone’s efforts.

 

RECESS

Commissioner Wheeler recessed the Board at 10:10 a.m. for 5 minutes.

 

RECONVENE

Commissioner Wheeler reconvened the Board at 10:15 a.m.

 

 

 

 

ITEM #3 – WORK SESSION – HAVA OVERVIEW REQUIREMENTS BY COUNTY CLERK

Ron Roberts, County Clerk, came before the Board to present Help America Vote Act (HAVA), which is federal legislation that came about as a result of the problems with the 2000 election in Florida.   One major aspect of HAVA is handicapped voting machines, which are to be installed next year.  Mr. Roberts has narrowed it down to two providers; Microvote, the current provider, and ES&S.  Pricing from preliminary bids has been received.  The price of Microvote is $630,000 less $15,000 credit for the old machines.  The price of ES&S is $680,000.  An allocation of federal dollars in the amount of $251,800 through the Secretary of State’s office will also be applied to each price.  The total cost for Microvote would be $363,200 and the total cost for ES&S would be $428,200.  Mr. Roberts said the handicapped machines have to be ordered by December 2, 2005 and would be delivered by April 2006.  The Board discussed using a Certificate of Participation (COP) to pay for these machines.  No action was taken.

 

APPROVAL OF VOUCHERS

Commissioner Doll motioned to approve the vouchers for November 14, 2005 in the amount of $217,100.82.  Commissioner Waldorf seconded the motion.  Motion carried 4-0.

 

OTHER ITEMS OF BUSINESS TO COME BEFORE THE BOARD OF COUNTY COMMISSIONERS

Commissioner Doll stated that he left a message for Thomas Etheridge, but hasn’t heard from him.

 

Commissioner Doll stated that he would be at the Community Foundation meeting in Potwin and didn’t know if he would be at the Economic Development meeting tonight.

 

Commissioner Doll stated that the Promote Andover, Inc., (PAI) meeting is Friday, December 9, 2005 at the Andover Central Middle School.

 

Administrator Johnson said that the Augusta Lions Club wants to put an aluminum collection site on the property.  Mr. Johnson stated that he wanted to make sure the city supports it also.

 

Administrator Johnson stated that the Kansas Association of Counties (KAC) meeting is next week and Commissioners Carpenter, Woydziak, Wheeler, and Waldorf would be attending.

 

Commissioner Wheeler stated that he and Administrator Johnson would be attending a meeting on Wednesday, November 16, 2005 at 7:00 a.m. at the college regarding plans for a new stadium and fairgrounds.

 

ADJOURNMENT

Commissioner Woydziak motioned to adjourn the meeting of the Board at 11:15 a.m.  Commissioner Waldorf seconded the motion.  Motion carried 4-0.
